Subject: Lien for Repairs - 462 Rhodes Avenue
Purpose:
To approve the expenditure of $10,015.20 to be paid to New Arrow Contracting Limited, for work undertaken to carry out repairs necessary to address Property Standards By-law deficiencies as cited in long-outstanding orders issued to the property owner; such costs to be applied, with interest, to the tax rolls and collected in the same manner as real property taxes.
Funding Sources, Financial Implications and Impact Statement:
- Funding Source - Account Number 1000-31230-107731
- There would be no financial implications in this matter as the costs associated with the repairs to the premises are added to the owner’s tax account.
Recommendations:
That the lowest quotation submitted by New Arrow Contracting Ltd. at the total cost of $10,015.20 be accepted.
That the total amount expended by the City in making the required repairs plus an administration fee of 10 percent of such amount be added to the collector’s roll and collected in the same manner as real property taxes for the year in which the work is completed and until it is so added, shall bear an interest rate of 8.50 per cent per annum.
That a 1 year period be permitted for the recovery of money expended.

Background:
462 Rhodes Avenue is a semi-detached wood frame, 2 storey house. Over a period of 10 years we have received numerous complaints concerning the condition of this vacant property. It has reached a point of disrepair which could compromise the condition of 464 Rhodes Avenue as they share a common roof and attic space.
After the issuance of numerous orders, and the owner’s failure to carry out the necessary repairs, the required repair work was tendered and the work carried out by the approved City contractor, New Arrow Contracting Limited.
Councillor Jakobek has communicated concerns on behalf of residents in Ward 26, and supports the need to have undertaken this work.
Conclusion:
The work was undertaken in the fall of 1998 during the change in management structure without City Council’s authorization in advance, as the legislation requires. I am now reporting this matter in order to receive authorization to pay the contractor and apply the appropriate costs to the subject property taxes.
