SUBJECT:CITY OF TORONTO ADMINISTRATIVE, PROFESSIONAL, SUPERVISORY ASSOCIATION, INC.
Purpose:
This report will update the Committee and Council on the results of ongoing meetings and discussions between the
management of the City of Toronto and its management association, the City of Toronto Administrative, Professional,
Supervisory Association, Inc. (COTAPSAI).
Financial Implications:
None.
Recommendations:
That the report from the Executive Director of Human Resources with respect to the City of Toronto Administrative,
Professional, Supervisory Association, Inc. (COTAPSAI) be received.
Background:
During 1998 Committee and Council received recommendations, discussed and determined various decisions with respect
to the relationship between the City of Toronto and the management association of COTAPSAI. Although Council resolved
to repeal and terminate the by-law which set out the formal agreement (a memorandum of understanding) between the
Council of the former City of Toronto and COTAPSAI, it continued to desire a consultative and collaborative relationship
between senior management of the new City and COTAPSAI.
Council directed the Executive Director of Human Resources to develop and implement a comprehensive process that
would provide meaningful and frequent communication, input from and consultation with all of its non-union employees
with respect to those issue that would impact directly upon them. It further directed the Executive Director of Human
Resources to continue to meet with representatives of COTAPSAI and other management associations and report thereon to
the Corporate Services Committee on the results of such meetings.
Comments:
The first months of 1999 have seen a marked improvement in the relationship between the City and COTAPSAI. It is
evolving into one of meaningful discussion and consultation and COTAPSAI has provided input into new policies,
including the Conflict of Interest Policy, the Employee Assistance Policy and the Tuition Reimbursement Policy. Areas of
conflict are also being brought to the table for resolution.
A regular schedule of monthly meetings has been set up for COTAPSAI and Human Resources staff to meet during 1999.
These meetings have also allowed us to provide COTAPSAI with information on initiatives underway, including the
Compensation & Benefit reviews. It is hoped that the positive relationship that is evolving will continue throughout the
year.
Conclusion
COTAPSAI, as a voluntary association of exempt and management employees, can be a useful, representative body to
provide input on issues affecting this group of employees and can be helpful in surfacing employee concerns and
suggestions to senior human resources management.
Staff will continue to work with COTAPSAI, providing opportunities for communication, input and consultation with
respect to issues that will directly impact on the City's exempt and management employees.
