Subject:Quotations for Sixteen Truck Chassis and Conventional Cab with Refuse Packer Body
Purpose:
The purpose of this report is to advise the results of the Request for Quotation for the supply and delivery of Sixteen Truck
Chassis and Conventional Cab with refuse packer body used for residential garbage collection throughout the City, in
accordance with specifications, as required by the Department of Corporate Services, Fleet Management Services Division,
and to request authority to issue a purchase order to the recommended bidder.
Source of Funds:
Funds in the amount of $2,464,123.40 including all taxes and charges have been provided for in the Consolidated Vehicle
Equipment Reserve.
Recommendation:
It is recommended that the quotation submitted by Freightliner Mid-Ontario Ltd. be accepted for the supply and delivery of
Sixteen Truck Chassis and Conventional Cab with refuse packer body used for residential garbage collection throughout the
City, in accordance with specifications, as required by the Department of Corporate Services, Fleet Management Services
Division, at a total price of $2,464,123.40 including all taxes and charges, being the lowest quotation received meeting
specifications.
Council Reference/Background/History:
Forty-three (43) firms were invited to submit bids; seven (7) bids were received as summarized below for the supply and
delivery of Chassis and Conventional Cab with refuse packer body used for residential garbage collection throughout the
City, in accordance with specifications, as required by the Department of Corporate Services, Fleet Management Service
Division.
Comments and/or Discussion and/or Justification:
The following is a Summary of Prices for Quotation No. 6114-98-01310 for the supply and delivery of Sixteen Truck
Chassis and Conventional Cab with refuse packer body.

The lowest bid from Universal Handling Equipment Co. Ltd. (alternative) does not meet specifications with respect to low
profile tilt hood cab design (required for driver visibility and safety), cab entry height (required for occupational health &
safety), rear axle load capacity, rear suspension capacity (both required to meet Ministry of Transportation regulations),
type of wheels & rims (required for Fleet Standardization) and hopper loading capacity (required for maximum operational
performance).
The second lowest bidder, Fanotech Enviro Inc. does not meet specifications with respect to rear axle load capacity
(required to meet heavy duty service needs to avoid breakdowns).
The Corporate Services Department, Fleet Management Services Division has reviewed these quotations with the Works
and Emergency Services Department, Solid Waste Management Services Division, who concurs with the recommendation
made.
The Manager, Fair Wage and Labour Trade Office has reported favourably on the firm recommended.
Conclusion:
This report requests authority to issue a Purchase Order for the supply and delivery of Sixteen Chassis and Conventional
Cab with refuse packer body used for residential garbage collection throughout the City, in accordance with specifications,
as required by the Corporate Services Department, Fleet Management Services Division, to the lowest bidder meeting
specifications, Freightliner Mid-Ontario Ltd.
