Purpose:
To provide the Etobicoke Community Council with information regarding a Site Plan Control
application to permit the reconstruction and a 373.7 m2 addition to a fire damaged waste
recycling and transfer station at 5 Brydon Drive.

There are no financial implications to this proposal
Recommendation:
It is recommended that this report be received for information purposes and that all input
received from Community Council regarding this proposal be considered during the staff
review of the application, prior to finalizing the delegated Site Plan Control Approval.
Background:
At its meeting of November 12, 1998, the Etobicoke Community Council received a report
detailing new Planning applications received by staff for the Etobicoke planning area. The
Community Council requested the Director of Community Planning, West District to submit a
report to Community Council on the application at 5 Brydon Drive.
Site Plan Control across the City of Toronto has been delegated to the Directors of
Community Planning.
Comments:
A key map showing the location of the proposal is attached as Exibit No. 1 to this report. A
draft copy of a staff report that is proposed to be forwarded to the Director of Community
Planning for approval, is attached to this report as Exhibit "2".
Conclusions:
The review of the site plan application has been completed and is ready for approval, subject
to the draft conditions outlined in the attached report and the consideration of any input
received at Community Council:

Purpose:
To permit the reconstruction and a 373.7 m2 addition to a fire damaged waste recycling and
transfer station at 5 Brydon Drive.
Recommendation:
It is recommended that this application be approved, subject to the conditions outlined in this
report.
Background:
On August 20, 1993, Etobicoke Council approved an application for site plan control for a
recycling facility at 5 Brydon Drive (see attached drawings labelled Appendix - 1 and 2).
Recently, the facility was damaged by fire. The applicant (Canadian Waste Services Inc.)
wishes to repair the existing structure by recladding the building. They also wish to add a
small 373.7 m2 (4,023 ft2) addition.

Comments:
The application was circulated to the following list of departments and agencies:
Cthe Building Division;
Cthe Traffic Division;
Cthe Works Division;
Cthe Fire Division;
Cthe Toronto Hydro;
Cthe Urban Design Section; and,
Cthe Parks and Recreation Division.
The Urban Design Section have made the following comments:
Cthe applicant should provide a roof plan with rooftop mechanical equipment shown;
Cthe applicant should provide a site lighting layout and that true colour rendition lighting be
utilized on the site;
Cthe Forestry Section of the City should supply and install approximately five street trees
within the municipal boulevard at the expense of the applicant;
Cthe central parking lot should be redeveloped as follows:
-the central driveway should be reduced in width to 7.2 metres,
-the parking spaces should be reorganized to maximize the green space which is adjacent the
street line, and,
-the pedestrian connection should be well developed between the parking lot and the
building's entrance;
Cthe applicant should provide a well-developed Landscape Plan which reinforces the street
edge and provides a visual element of screening for the parking lot and the proposed building;
Cthe southern truck entrance should be a consistent 8.3 metres in width between the street line
and the gate, or, the driveway should have a center traffic island (triangular shaped) which is
well planted, to visually reduce the width of the driveway, which flairs to 19.9 metres.
Cthe northern truck driveway should be reduced in width and developed with more green
space adjacent the street line.
No other concerns were raised during the circulation process.
The application conforms to the Official Plan and Zoning By-law.
A meeting with the applicants, Councillor Brown, Councillor Sinclair's assistant and staff
took place on December 14, 1998. At that time, a neighbouring property owner complained
about dust, odour and vermin from the previous recycling operation on the site. At the
meeting, the applicants noted that they have paved the site and will build a landscaped berm
along the south property boundary, which should substantially reduce dust emissions from the
site. They have also streamlined their processing procedures and will no longer store both
recyclable material or non recyclable material on-site. In addition, they will upgrade their
odour and vermin control practices. This should reduce the odour and vermin problems that
were experienced with the previous facility.
Staff have incorporated these matters into the draft conditions of site plan approval.
On January 20, 1999, Etobicoke Community Council considered a staff information report on
the application. The Community Council had the following comments: ......
Recommendations:
It is recommended that this application be approved, subject to the following conditions.
Conditions to Approval:
1. Submission of a revised site plan which includes the following:
-a roof plan with rooftop mechanical equipment shown;
-a site lighting layout;
-a reconfigured entranceway, parking and driveway areas;
-a landscaped berm on the south side of the property; and,
-hard surfacing of all parking and maneuvering areas;
to the satisfaction of the Urban Planning and Development Services Department.
2.Submission of a revised landscape plan,which reinforces the street edge and provides a
visual element of screening for the parking lot and the proposed building, to the satisfaction of
the Urban Planning and Development Services Department and the Forestry section of Parks
and Recreation Services.
3.Submission of appropriate odour and vermin control proposals to the satisfaction of the
Urban Planning and Development Services Department.
4. Submission of an appropriate financial guarantee to ensure development in accordance with
the approved plans.
5. Submission of payment for street trees as required by the Forestry section of Parks and
Recreation Services.
