Amendments to the Official Plan and Zoning Code
Fogh Sails Holdings Ltd.

Purpose:
To advise Council that a review of the Park Lawn Road/Lake Shore Boulevard Secondary
Plan cannot be included in the 1999 work program. As set out in the Preliminary Evaluation
report, Planning staff intend to assess the application by Fogh Sails Holdings Ltd. to permit a
commercial/apartment building at 2242 Lake Shore Boulevard West within the context of the
existing Secondary Plan and the criteria set out in the Official Plan.
Funding Sources, Financial Implications and Impact Statement:
There will be no financial impact as a review of the Park Lawn Road/ Lake Shore Boulevard
Secondary Plan is not proposed to be added to the 1999 work program.
Recommendation:
It is recommended that this report be received.
Background:
On October 15, 1998, Fogh Sails Holdings Ltd. applied to amend the Official Plan and Zoning
Code to permit a 20-storey, 110 unit condominium apartment building with 1,765 mē of
commercial space on a property at 2242 Lake Shore Boulevard West which is currently
designated for office use and zoned industrial.
On December 9, 1998, Etobicoke Community Council received a preliminary evaluation
report from Planning staff on the application by Fogh Sails Holdings Ltd. Community Council
recommended that staff conduct a comprehensive review of the Park Lawn Road/Lake Shore
Boulevard Secondary Plan before making recommendations regarding the application. City
Council adopted the Community Council's recommendation on December 16, 1998. The Park
Lawn Road/ Lake Shore Boulevard Secondary Plan was approved by the Minister of
Municipal Affairs in May 1995.
Comment:
Staff have discussed the Etobicoke Community Council recommendation with senior
management staff of Urban Planning and Development Services. Due to limited staff
resources and other committed priorities such as preparation of the new City-wide official
plan, the review of the Park Lawn Road/Lake Shore Boulevard Secondary Plan cannot be
included in the 1999 work program.
As the Park Lawn Secondary Plan proposes employment uses for this site, Planning staff's
review of the application will address such broader issues as the overall
employment/population balance in the Secondary Plan area and the viability of the remaining
employment lands. Other area-wide issues to be addressed include land use compatibility with
remaining employment uses, impacts on the City's fiscal status and community services, the
provision of affordable housing, impacts on the Mimico Creek valley, and urban design
relationships (e.g. vistas, street edge on Lake Shore Boulevard). The approach suggested is
similar to the treatment of applications over the past number of years in the Kipling-Islington
Secondary Plan area.
The applicant has been requested to submit several studies in support of their application. The
studies will deal with such matters as planning rationale, urban design, soils/groundwater
management, noise/vibration, air quality, community services impact, stormwater
management, environmental impact, fiscal impact, and traffic impact.
In addition to the staff review, the applicant's studies should provide the basis to properly
assess the application in the context of the secondary plan. If during the review of the
application it becomes apparent that a more comprehensive review of the secondary plan is
necessary, staff will report further to Community Council.
