150 Park Lawn Road

Kahlon Family Holdings Inc.(Lakeshore-Queensway)

Purpose:

To provide the Etobicoke Community Council with information regarding a site plan application by Kahlon Family Holdings Inc. for a 36-room motel at 150 Park Lawn Road.

Funding Sources, Financial Implications and Impact Statement:

There are no financial implications to this proposal.

Recommendations:

It is recommended that this report be received for information purposes and that any input received from Community Council regarding this proposal be considered during the staff review of the application, prior to finalizing the delegated Site Plan Control Approval.

Background:

At its meeting of November 12, 1998, the Etobicoke Community Council received a report detailing new Planning applications received by staff for the Etobicoke planning area. The Community Council requested the Director of Community Planning, West District to submit a report to Community Council on the site plan application at 150 Park Lawn Road.

Site Plan Control approval across the City of Toronto has been delegated to the Directors of Community Planning.

Comments:

A key map showing the location of the proposal is attached as Exhibit No. 1 to this report. A draft copy of a site plan control report that is proposed to be forwarded to the Director of Community Planning for approval, is attached to this report as Exhibit No. 2

Conclusions:

The review of the site plan application is nearly completed and revised plans have been requested from the applicant. It is anticipated that approval will be granted subject to the draft conditions below and the consideration of any input received from Community Council.

SITE PLAN CONTROL REPORT - DRAFT

DATE OF APPLICATION: October 29, 1998
APPLICANT: Kahlon Family Holdings Inc.
JOB LOCATION: 150 Park Lawn Road
PROJECT DESCRIPTION: Proposed 36-room motel
ZONING AND OP: The site is designated Industrial in the Official Plan and zoned Class 1 Industrial (I.C1). The proposed motel would be in conformity with the Official Plan. Minor variances from Zoning regulations related to setbacks, parking and landscaping are required.

SITE STATISTICS:

A summary of site statistics provided by the applicant are as follows:

Site Area: 0.2422 ha ( 0.6 ac)
Gross Floor Area: 1 956 m2 (21,060 sq.ft.)
Building Height: 12 m2 ( 39 ft.)
Coverage: 693 m2 ( 7,455 sq.ft.)
Landscaped Area: 162 m2 ( 1,744 sq.ft.)
Paved Area: 1 565 m2 (16,845 sq.ft.)
Parking Required: 36 spaces
Parking Provided 36 spaces

The applicant is proposing to construct a 36 room, 3-storey motel which will not contain a licenced lounge or tavern (see Exhibit No. 2). The motel will be located on the south side of the site, with the parking lot and driveway to the north. In the west part of the site, the natural vegetation of the Mimico Creek valley plus a 10 m (33 ft) setback from the top-of-bank will be maintained. Along Park Lawn Road, front landscaping, boulevard street trees and pavers will be introduced. Both side lot lines of the site will be fenced. An existing single detached dwelling and shed on the property will be demolished.

Exhibit No. 1 is a map showing the location of the property. Exhibit Nos. 2 and 3 are reductions of the site plan and building elevations (currently under review).

SITE DESIGN CONSIDERATIONS:

The motel will be located on the south side of the site to provide an adequate setback from a major sanitary sewer easement located on the abutting property to the north. The east front facade of the motel requires greater articulation in design and detailing to provide a better relationship to Park Lawn Road. The main public entrance into the motel should also be incorporated into the east facade.

As there are mature trees and other vegetation on the site, a detailed tree inventory/preservation plan will be required to the satisfaction of Urban Planning and Development Services, and Economic Development, Culture & Tourism.

The location of the motel relative to the 10 m (33 ft.) valley setback line will need to be confirmed to the satisfaction of the TRCA. The applicant has agreed to remove the existing shed in the southwest corner of the property below the top-of-bank. A slope stability report from the applicant indicates that the slope of the Mimico Creek valley is sufficiently stable to not be adversely affected by the project.

SUMMARY OF AGENCY COMMENTS:

The TRCA has no objection to the application subject to submission of a storm water management report and erosion/sediment control plans, and the setting aside of the lands below the top-of-bank for public acquisition.

The Technical Services division of Works & Emergency Services advises that watermain, storm sewer and sanitary sewers are available on Park Lawn Road to serve the site. A storm water management report and lot grading plan are required. Storm water quality may be addressed by on-site facilities or cash-in-lieu payment. The waste/recycling facilities may need to be relocated away from the motel building. The Environmental Planning section of Works & Emergency Services advises that soil/groundwater contamination studies are not required.

The Policy and Development division of Economic Development, Culture & Tourism advises that 2% cash-in-lieu of parkland will apply. It has expressed interest in the City acquiring the lands below the top-of-bank. It requires that the top-of-bank line be fenced as a protection measure.

Comments have not been received yet from the Transportation Services division of Works & Emergency Services. Toronto Fire Services and Toronto Hydro have no objection to the application.

On March 30, 1999, Etobicoke Community Council considered a staff information report on the application. The Community Council had the following comment: ........

RECOMMENDATION:

It is recommended that this report be approved subject to the conditions to approval outlined below.

CONDITIONS TO APPROVAL:

1.Signing of a Site Control Agreement and payment of the necessary fees associated with the preparation, execution and registration of same.

2.Submission of a landscape plan detailing planting, lighting, curbing, grading, street trees, existing trees to be preserved (including methods for preservation), to the satisfaction of Urban Planning & Development Services and the posting of a financial guarantee to ensure compliance with approved plans.

3.Revision of the design and detailing of the front east facade of the motel, including the incorporation of the main public entrance to the building into the east facade, to the satisfaction of Urban Planning & Development Services.

4.Provision of on-site services, including storage of waste and recyclable materials, the treatment and provision of storm water management facilities (including payment of stormwater quality cash-in-lieu, if required), the signing of agreements and the posting of financial guarantees (if required) by Works & Emergency Services.

5.Payment of 2% cash-in-lieu of parkland to the satisfaction of the Policy and Development division of Economic Development, Culture & Tourism.

6.Submission of a storm water management report to the satisfaction of the TRCA and the Technical Services division of Works & Emergency Services.

7.Submission of tree inventory/preservation report to the satisfaction of the Policy & Development division of Economic Development, Culture & Tourism and Urban Planning & Development Services.

8.Submission of erosion and sediment control plans, setting aside of the area of the property below the top-of-bank line for public acquisition, removal of the existing shed below the top-of-bank line, and confirmation of the location of the motel relative to the boundary of the Mimico Creek valley 10 m setback line, to the satisfaction of the TRCA.

9.The top-of-bank line and the 10 m setback line to be staked in the field by an Ontario Land Surveyor and fenced, prior to construction, to the satisfaction of the Policy & Development division of Economic Development, Culture & Tourism and the TRCA.

10.Resolution of the location of the waste storage/recycling facilities to the satisfaction of the Waste Management Services division of Works & Emergency Services and Urban Planning and Development Services.

11.Confirmation that the application is satisfactory to the Transportation Services division of Works & Emergency Services.
