Subject:Traffic Concerns: Cliveden Avenue

- Follow-up Report

(Lakeshore-Queensway)

Purpose:

To address the concerns of area residents with respect to vehicles travelling the wrong way on the one-way section of Cliveden Avenue between Bloor Street West and Meadowvale Drive (Attachment No. 1); and to respond to the proposals put forward by the residents of the community as directed by the EtobicokeCommunity Council and Toronto Council by adoption of Clause 6 of Report No. 3 of the Etobicoke Community Council, on March 2, 3 and 4, 1999.

Funding Sources:

There are no funding implications associated with this report.

Recommendations:

It is recommended that:

(1)District Transportation staff continue to assess the compliance of the one-way designation on Cliveden Avenue and report back to the Etobicoke Community Council within 6-8 months; and

(2)the Toronto Police Services be requested to enforce the one-way regulation on an on-going basis.

Council Reference:

The Etobicoke Community Council at its meeting held on February 17, 1999, recommended the adoption of the report from the Director, Transportation Services - District 2, and additionally, requested the examination of proposals put forward by the residents and the Community Council, by way of the submission of a follow-up report (Attachment No. 2).

Discussion:

Since Toronto Council approval of the Etobicoke Community Council report on March2,3and4,1999, District Transportation staff have installed the following signs:

(1)a right-turn prohibition sign on Bloor Street West, at Cliveden Avenue, for eastbound traffic; and

(2)left-hand prohibition signs at the intersection of Cliveden Avenue and the laneway south of Bloor Street West.

In addition to the signing, a stop bar was installed at the south approach of Cliveden Avenue as well as one-way arrow pavement markings at the south approach of Cliveden Avenue and at the laneway south of Bloor Street West.

As suggested by some members of Council, staff consulted, and had an on-site meeting, with PoliceSergeant Ted Holtzheuser to obtain his views and expertise on this matter.

Furthermore, a meeting was held with the Area Sales Manager of the Royal LePage office building located at the south-east quadrant of Cliveden Avenue and Bloor Street West, on May 4, 1999, requesting that their sales staff be requested to respect the one-way designation on Cliveden Avenue (Attachment No. 2A).

Staff also reviewed all of the proposals submitted by the public, which are outlined below:

Residents' Senarios 1, 2, 3 and 4, submitted at the Etobicoke Community Council meeting on February 17, 1999 (Attachment No. 4).

Correspondence dated February 17, 1999, from Ms. J. Goguen and Mr. M. Schreiber of #40Cliveden Avenue (Attachment No. 5).

Correspondence dated February 18, 1999, from Mr. and Mrs. C. Mangialardo of #44Cliveden Avenue (Attachment No. 6).

Correspondence dated February 25, 1999, from Christine Tebbutt, E.A. to Councillor Kinahan (Attachment No. 7).

Correspondence dated March 25, 1999, from Mr. and Mrs. Murray Young (AttachmentNo.8).

Many of the suggestions made in the submissions received from the public, the Police Services, and members of City Council have been implemented with the exception of the physical road restrictions which primarily propose "throat restrictions" at the south approach of Cliveden Avenue at BloorStreet West and the suggestion of implementing "speed bumps". It is the opinion of staff, that these physical restrictions are not necessary to address the identified problems, and that the implemented improvements along with public education and enforcement will ameliorate the current occasional non-compliance occurrences.

Conclusion:

Substantially improved signing to denote the one-way designation of Cliveden Avenue along with the turning prohibition signing, the pavement markings, public education and periodic police enforcement will go a long way to ameliorate and hopefully eliminate the occurrences of traffic infractions occurring at the south approach of Cliveden Avenue and Bloor Street West.

Both District Transportation staff as well as the Police Services will be focusing on the impacts of the improvements made at this location and will take any further necessary action if and when determined warranted. A status report on the matter will be forwarded within 6-8 months, to further apprise Community Council.
