Amendments to the Official Plan and Zoning Code

City of Toronto/The Toronto Parking Authority

7 and 9 Monkton Avenue

Purpose:

To provide preliminary comments on the processing of an application received May 11, 1999, from The Toronto Parking Authority to amend the Low Density Residential designation of the Official Plan and the Residential Second Density (R2) zoning of 7 and 9 Monkton Avenue, to permit a 25-space surface public parking lot.

Funding Sources, Financial Implications and Impact Statement:

City Council at its meeting of March 2, 3, and 4, 1999, adopted the recommendations of the Corporate Services Committee with respect to the granting of the authority to the Director of The Toronto Parking Authority for the acquisition of the properties municipally known as No. 7 and No. 9 Monkton Avenue for the purposes of a surface public parking lot.

Recommendations:

It is recommended that:

(1)this report be received, and that the application continue to be circulated, and;

(2)upon completion of a Planning staff report, a public meeting to consider the application be scheduled for a meeting of Community Council.

Comment:

Site Description and Context:

The proposal is located south of Bloor Street West and east of Islington Avenue (Exhibit No. 1). No. 7 Monkton Avenue is a vacant residential lot (a single detached dwelling was once located on the property and has since been demolished). A single detached dwelling currently exists on No. 9 Monkton Avenue.

Reason for Application:

As part of The Toronto Parking Authority acquisition plan across the City, the Bloor Street West and Islington Avenue area was identified as an area of potential need. The Toronto Parking Authority conducted an investigation in order to assess the parking demand in the neighbourhood, the results of which indicated a need for public parking in support of neighbourhood commercial uses.

The subject lands are designated Low Density Residential and zoned Second Density Residential (R2) in which parking lots are not a permitted use. In order to permit the proposed 25-space surface public parking lot, the Official Plan and zoning of the site would need to be amended.

Project Information:

The applicant intends to demolish the existing single detached dwelling at No. 9 Monkton Avenue and in conjunction with the abutting vacant parcel of land (7 Monkton Avenue), construct a 25-space surface public parking lot (Exhibit No. 2).

Zoning:Second Density Residential (R2)

Gross Site Area:910 m2(9,799 sq. ft.)

Issues:

Local issues relate to the context in which the application will be located and possible impacts on abutting low density residential uses. The details of the proposed layout and design, screening and buffering of the project, as well as traffic implications, will be reviewed. No City-wide issues have been identified at this time.

Status:

The application is currently in circulation. A staff report on the application will be distributed to Councillors and will be available to the public, prior to the Public Meeting. A Community Meeting will be held prior to

the staff report being prepared, if deemed necessary by the Ward Councillors. A Site Plan application for the proposal is being processed concurrently.
