Amendments to the Official Plan and Zoning Code

Outlook Investments and Development Limited

5055 Dundas Street West

Purpose:

 

To provide preliminary comments on the processing of an application received on June 9, 1999, from Outlook Investments and Development Limited to amend the Kipling/Islington City Centre Secondary Plan and the Limited Commercial (CL) and Third Density Residential (R3) zoning of a vacant site (formerly Michael Power High School) at 5055 Dundas Street West to permit the development of three, 25 storey condominium apartment buildings containing 706 units and 49 townhouses.

 

Funding Sources, Financial Implications and Impact Statement:

 

City funding is not required. No impacts on capital or operating budgets have been identified at this time.

 

Recommendations:

 

It is recommended that:

 

(1) This report be received and that the application continue to be circulated.

 

(2) When a staff report is available, that a Public Meeting to consider the application be scheduled for a meeting of Community Council.

 

 

 

 

 

 

Comment:

 

Reason for Application:

 

The lands were formerly occupied by the Michael Power High School (Exhibit No 1). The property is designated Mixed Use (residential preferred) by the Kipling/Islington Secondary Plan which contemplated mixed use, high density, medium scale development. The lands are zoned Limited Commercial (CL) along the Dundas Street West and Bloor Street West frontages and Third Density Residential (R3) within the interior. The applicant’s proposal would require amendments to both the Secondary Plan and the existing zoning.

Issues:

 

No city wide issues have been identified. The Kipling/Islington City Centre Secondary Plan contains detailed site specific provisions and development guidelines with respect to this site. The Secondary Plan policies include mixed use requirements, density limits, new road requirements, parkland requirements, eight-storey height restrictions, linear park connections, and site specific urban design requirements. Local issues would include: conformity with policies on density, height, and mix of uses, arrangement of development blocks, future road network, park orientation, pedestrian connections, massing of buildings and relationships with existing and proposed development, viability of remaining vacant lands for mixed use redevelopment, urban design details, access/egress, and landscaping.

 

 

 

Status:

The application is currently in circulation. A staff report on the application is expected to be available late this year. The Public Meeting will be held by Etobicoke Community Council and will

be scheduled at the earliest possible date following the receipt of the staff report. A Community Meeting will be held prior to the staff report being tabled if deemed necessary by the ward Councilors.
