Subject:Variances to the Etobicoke Sign By-law

Purpose:

To advise Etobicoke Community Council of the decisions of the Sign Variance Advisory Committee at its meeting held on June 15, 1999.

Funding Sources, Financial Implications and Impact Statement:

Not applicable.

Recommendation:

That the recommendations of the Etobicoke Sign Variance Advisory Committee with respect to the following applications for variance to the Etobicoke Sign By-law be received for information:

(1)Pharma Plus, 4890 Dundas Street West (Kingsway-Humber);

(2).Mediacom, 739 Kipling Avenue (Lakeshore-Queensway);

(3)St. Demetrius Ukrainian Orthodox Church, 3338 Lake Shore Boulevard West

(Lakeshore-Queensway);

(4)Williams Coffee Pub, 197 North Queen Street (Lakeshore-Queensway)

(5)McDonald's Restaurant, 2116 Kipling Avenue (Rexdale-Thistletown); and

(6)Ultramar, 500 Brown's Line (Lakeshore-Queensway)

Comments and/or Discussion and/or Justification:

The Sign Variance Advisory Committee at its meeting held on Tuesday, June 15, 1999, had before it for consideration the foregoing applications for variance to the Etobicoke Sign By-law. The Committee's decisions are as follows:

1.Pharma Plus, 4890 Dundas Street West

(a)THAT an application by Acme Neon Signs (Windsor) Ltd., on behalf of Pharma Plus, for variance to the Etobicoke Sign By-law to permit fascia signs on the west and north rear walls of the new Pharma Plus location at 4890 Dundas Street West be granted as submitted, subject to the sign on the west elevation having a o.o m setback, issuance of a building permit and payment of an administrative fee; and

(b)THAT a variance to permit a rooftop identification sign at the same location, be refused.

2.Mediacom Inc., 739 Kipling Avenue

THAT an application by Mediacom Inc. for a variance to the Etobicoke Sign By-law to permit a standard outdoor advertising roof sign at 739 Kipling Avenue that does not meet the requirement for a minimum 230 m separation between sites on which a roof sign exists or is proposed, be refused.

3.St. Demetrius Ukrainian Orthodox Church, 3338 Lake Shore Boulevard West

THAT an application by Mr. Walter Tkachenko, on behalf of St. Demetrius Ukrainian Orthodox Church, for a variance to the Etobicoke Sign By-law to permit the installation of a ground sign encroaching onto the Lake Shore Boulevard West road allowance in front of 3338 Lake Shore Boulevard West, be refused; and

THAT a variance be granted if the 0.0 m setback from the road allowance is maintained and Toronto Hydro approval is received for use of the existing hydro pole.

4.Williams Coffee Pub, 197 North Queen Street

THAT an application by Pride Signs Limited, on behalf of Williams Coffee Pub, for variance to the Etobicoke Sign By-law, to permit two illuminated fascia signs to be located on the south and west elevations of the building at 197 North Queen Street, be approved, subject to replacement of the "Koo Koo Roo" portion of the existing ancillary ground signage at the south entrance with a Williams Coffee Pub sign.

5.McDonald's Restaurant, 2116 Kipling Avenue

THAT an application by McDonald's Restaurants of Canada Limited, for variances to the Etobicoke Sign By-law with respect to fascia signs at 2116 Kipling Avenue, be approved as follows:

(a)a variance be granted to permit a third fascia sign on the front elevation; and

(b)one of the signs be permitted to project above the roof level of the building, provided it remains below the top of the mansard structure that surrounds the building.

6.Ultramar, 500 Brown's Line

THAT an application by Nation Wide Petroleum for variances to the Etobicoke Sign by-law to permit the installation of signage to identify a new Ultramar location on an existing lawful non-conforming service station site at 500 Brown's Line, be approved in accordance with the Regulations for Signage for Service Stations in a commercial zone, as follows:

(a)two non-illuminated fascia signs (0.76 m x 4.88 m) on the front and flankage side walls for identification of the service bay;

(b)one double-sided ground sign (0.61 m x 6.4 m) erected over the pump island;

(c)two advertising fascia signs for the ancillary snack shop, subject to wording acceptable to City staff; and

(d)removal of all illegal mobile and A-board signs prior to the issuance of a building permit.

The foregoing decisions are in accordance with the recommendations contained in the attached reports submitted by the Deputy Chief Building Official, Etobicoke District, as amended.
