Amendments to the Zoning Code and Site Plan Approval

Purpose:

To provide preliminary comments on the processing of an application received on June 7, 1999, from Shorncliffe Properties to amend the Class 2 Industrial (I.C2) zoning of a site at 90 Shorncliffe Road, to permit a Waste Disposal facility. The facility would handle non-hazardous solid residential, commercial industrial and institutional construction or demolition waste.

Funding Sources, Financial Implications and Impact Statement:

City funding is not required. There are no impacts on capital or operating budgets.

Recommendation:

It is recommended that this report be received and that upon completion of a final report, staff be authorized to schedule a Public Meeting to consider the application at a meeting of Community Council in the fall of 1999.

Comment:

Site Description and Context:

The site is located on the west side of Shorncliffe Road, south of Newbridge Road. Previous industrial buildings on the site were demolished in the early 1990's and the site has remained vacant since that time. The property had been extensively used for the purpose of the storage of containers in conjunction with a trucking operation but the applicant advises that this storage use has been terminated. The applicants had previously applied (November, 1997) for an inorganic waste recycling facility. Following discussions with staff on the application, this revised submission was received and is the subject of the current circulation.

Reason for Application:

The lands are zoned Class 2 Industrial (I.C2) and the Zoning Code only permits Waste Disposal/Recycling Facilities on lands zoned Class 3Industrial (I.C3). The applicants are seeking to amend the Class 2 Industrial (I.C2) provisions of the Zoning Code, to permit a Waste Disposal facility. The facility would handle non-hazardous solid residential, commercial industrial and institutional construction or demolition waste.

Issues:

No City-wide issues have been identified. Local issues include: nature of the recycling operations, compatibility with surrounding land uses and environmental issues under review with the Ministry of the Environment.

Status:

The application is in circulation. A staff report on the application will be distributed to Councillors and will be available to the public prior to the Notice of Public Meeting. A Community Meeting will be held prior to the staff report being tabled, if deemed necessary by the ward Councillors.
