Subject: Introduction of a Parking Prohibition
Elmcrest Road
(Ward 3 - Markland-Centennial)
Purpose:
To propose a "No Parking Anytime" prohibition on the east side of Elmcrest Road, between Old Burnhamthorpe Road and
Laver Road.
Financial Implications and Impact Statement:
The funds associated with the introduction of the appropriate regulatory signs are contained in the Transportation Services
Division's operating budget.
Recommendations:
It is recommended that:
(1) a "No Parking Anytime" prohibition be introduced on the east side of Elmcrest Road, between Old Burnhamthorpe
Road and Laver Road; and,
(2) the appropriate City officials be authorised and directed to take the necessary action to give effect thereto.
Background:
In March 1999, staff met with Councillor O'Brien and area residents to discuss parking problems on Elmcrest Road,
specifically in the section north of Laver Road (Attachment No.1). At that meeting, Councillor O'Brien asked that we
survey Elmcrest Road residents to determine if they favour parking prohibitions.
Comments:
Elmcrest Road is a two-lane local road. Land use in the surrounding area is residential. Parking on both sides of the street
is limited to a maximum of three hours.
In response to Councillor O'Brien's request, we sent parking survey questionnaires in February 1999, to the 73 single
family homes abutting Elmcrest Road, between Old Burnhamthorpe Road and Rathburn Road (Attachment No.2).
Fifty-seven per cent of residents responded to our questionnaire. The following chart summarises the survey results.

The survey results show that the majority of respondents on Elmcrest Road, between Old Burnhamthorpe Road and Laver
Road, favour parking prohibitions. They prefer that parking be prohibited on the east side of the street.
Survey respondents on Elmcrest Road, between Laver Road and Rathburn Road, oppose parking prohibitions.
Conclusions:
The result of our survey show that residents' support for parking prohibitions is strongest in the section of Elmcrest Road
between Old Burnhamthorpe Road and Laver Road, and that they favour parking restrictions on the east side of the road. In
contrast, residents of Elmcrest Road, north of Laver Road, are opposed to parking prohibitions.
Based on our survey results, and the favourable consensus of the affected residents on Elmcrest Road, between Old
Burnhamthorpe Road and Laver Road, Council's endorsement of our recommendation is appropriate.
