Subject: Boulevard Parking Agreement

Purpose:
To recommend that Etobicoke Community Council authorise seventeen (17) parking stalls in the boulevard area of
Medulla Avenue
Financial Implications and Impact Statement:
Introduction of boulevard parking stalls at this location will provide the City of Toronto with an application fee of $250.00,
and an annual fee of $3,740.00.
Recommendations:
It is recommended that:
1. Etobicoke Community Council permit the applicant to locate seventeen (17) vehicle parking stalls within the boulevard
area of Medulla Avenue;
2. the applicant sign a "boulevard parking agreement" provided to the satisfaction of the City Solicitor; and,
3. the appropriate City Officials be authorised and directed to take the necessary action to give effect thereto.
Background:
On 30 July 1999, Committee of Adjustment approved a minor variance application (Decision No.A370/98ET) that permits
a one-storey building addition at the rear of an existing industrial building located at 100 North Queen Street (Attachment
No. 1). One of the conditions to approval requires that the applicant enter into a boulevard parking agreement authorising
the use of the abutting boulevard area of Medulla Avenue for vehicle parking purposes (Attachment No.2).
In correspondence dated October, 1999, the owner of the subject property requested that Etobicoke Community Council
approve their request for vehicle parking in the boulevard areas of Medulla Avenue (Attachment No. 3).
Comments:
Staff reviewed the applicant's request for boulevard parking, and their site drawing illustrating seventeen parking stalls
within the Medulla Avenue right-of-way. These proposed stalls are perpendicular to Medulla Avenue, and will not interfere
with sight lines or existing sidewalks (Attachment No.4).
The applicant is required, under the terms of a standard "boulevard parking agreement," to construct the parking areas to
municipal standards, provide the municipality with liability insurance, and to pay an annual fee of $220.00 per parking
stall, plus applicable taxes. The annual fee conforms to the new fee structure established by City of Toronto Council on
April 26, 1999.
Conclusions:
The boulevard area Medulla Avenue abutting 100 North Queen Street can be used for vehicle parking purposes without
detriment to traffic operations. This proposal is considered appropriate, subject to the submission of a "boulevard parking
agreement" acceptable to the City Solicitor.
