Subject: 10 Fairfield Avenue - Proposed Lodging House Ward 2: Lakeshore-Queensway
Purpose:
To provide a status report to Etobicoke Community Council on a proposed lodging house at 10 Fairfield Avenue.

There are no funding implications associated with this report.
Recommendations:
It is recommended that this report be received for information.
Background:
The Etobicoke Community Council at its meeting held on September 14, 1999 requested that the Director of Building and
Deputy Chief Building Official submit a report to Community Council on the status of the proposed lodging house to be
located at 10 Fairfield Avenue.
On July 16, 1998 a public health inspector for the West Region attended at the site and found that an illegal lodging house
was in operation. On August 10, 1998, an application was received by the Public Health Division for a lodging house.
Subsequently, an application was made to the Community Planning Division, West District, on September 28, 1998 to
amend the Zoning By-law in order to permit a lodging house at the above mentioned location (File No.: Z-2275). The
Director of Community Planning, West District, submitted a report dated April 20, 1999 to Etobicoke Community Council
on May 26, 1999, which Council adopted, with conditions, at its meeting on June 9th, 1999.
The Public Health Division, West Region, served an Order on August 3rd, 1999 on the principals of the Company, and on
August 17, 1999 on the Company, to cease the operation of the lodging house.
Comments:
The Director of Community Planning, West District, has recently advised that the conditions of the report adopted by
Council have been satisfied for Planning Division purposes. The draft zoning by-law was forwarded to Council for its
approval at the October 27, 1999 meeting.
Conclusions:
At the present time, the property has reverted back to its original use and the applicant is waiting for Council's approval to
amend the Zoning By-law. Also, the applicant will need to obtain a building permit for the installation of an elevator for
barrier free access to the building.
