Subject: Proposal for the Installation of a Pedestrian Crossover on Steinway Boulevard at a point 138 metres west of Signal
Hill Avcnue
(Rexdale-Thistletown)
Purpose:
To propose the installation of a pedestrian crossover on Steinway Boulevard at a point 138 (one hundred and thirty-eight)
metres west of the west limit of Signal Hill Avenue.
Financial Implications and Impact Statement:
There are no cost implications associated with this report.
The funds associated with the installation of this pedestrian crossover, including all the related regulartory signage and
pavement markings, have been provided by the developer through a letter of credit.
Recommendations:
It is recommended that:
(1) a pedestrian crossover be installed on Steinway Boulevard at a point 138 (one hundred and thirty-eight) metres west of
the west limit of Signal Hill Avenue; and,
(2) the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including
the introduction in Council of any bills that may be required.
Background:
A development application was received from Signet Development Corporation proposing a 681-stall parking lot on the
south side of Steinway Boulevard, west of Signal Hill Avenue. The proposed parking lot is located opposite TorPharm Inc.
at 50 Steinway Boulevard, and will be used for overflow parking purposes. A subtantial number of pedestrians will need to
cross Steinway Boulevard to access the main building at 50 Steinway Boulevard. To ensure pedestrian safety, a pedestrian
crossover is required on Steinway Boulevard. The applicant will be responsible for all cost incurred for this installation.
The development agreement signed by the developer incorporates a maximum of $30,000.00 for the pedestrian crossover
installation. A map of the area is Attachment No. 1.
Comments:
Staff of the District Transportation Services Division reviewed this location in terms of adequate pedestrian/vehicle sight
lines and a pedestrian crossing focal point. The most appropriate site for the installation of a pedestrian crossover on
Steinway Boulevard is at a point 138 metres west of the west limit of Signal Hill Avenue.
Conclusions:
Based on the significant pedestrian activity that will be generated by the parking lot, a pedestrian crossover is justified to
ensure pedestrian safety at the location. The installation of this traffic control device, including all related signage and
pavement markings will be at no cost to the municipality.
