Subject: Introduction of Parking Prohibition - Cliveden Avenue

(Lakeshore-Queensway)

Purpose:

To propose a "No Parking Anytime" prohibition on the east side of Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard, and a "No Parking, 8:00 a.m. to 6:00 p.m., Monday to Saturday" prohibition on the west side of Cliveden Avenue between Meadowvale Drive and Van Dusen Boulevard.

Financial Implications and Impact Statement:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) parking be prohibited at all times on the west side of Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard;

(2) parking be prohibited between 8:00 a.m. and 6:00 p.m., Monday to Saturday, on the east side of Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect to the foregoing.

Background:

In May 1999, correspondence and a petition (Attachment No. 1) was received from Mr. Fred Lambroff, 74 Cliveden Avenue, on behalf of the residents on Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard. They requested the introduction of a "No Parking Anytime" prohibition on one side of the street, and a "No Parking, 8:00 a.m. to 6:00 p.m., Monday to Saturday" prohibition on the other side of the street.

Comments:

In response to this request, staff sent survey questionnaires, by first class mail, to the twenty-seven (27) affected residents who reside on Cliveden Avenue between Meadowvale Drive and Van Dusen Boulevard, to obtain their views on this proposal (Attachment No. 2). The following chart summarizes the results of this poll.

Cliveden Avenue is a two-lane local road. Land use in the immediate vicinity is residential. Parking is permitted on both sides of Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard, for a maximum of three hours.

At most times of the weekday, there are vehicles parked on Cliveden Avenue, between Meadowvale Drive and Van Dusen Boulevard, in excess of the 3-hour maximum limitation. A factor contributing to the high incidence of on-street parking on Cliveden Avenue between Meadowvale Drive and Van Dusen Boulevard, appears to be the close proximity of the street to the Kingsway Business District and the Royal York subway station.

Conclusions:

Based on the staff examination of this matter and the favourable consensus of the affected residents of Cliveden Avenue, Council's endorsement of the recommendations contained herein are considered appropriate.

with respect to Traffic - Chapter 240, Article I.

The Council of the City of Toronto HEREBY ENACTS as follows:

1. Chapter 240, Article I, of the Municipal Code of the former City of Etobicoke is hereby amended by the deletion from and addition to the street or portions thereof and regulations under the headings set out herein and therein as follows:
