Subject:Overnight Permit Parking on Gatwick Avenue
Purpose:
To report to the November 12, 1998, meeting of the East York Community Council on a
request to remove the existing Overnight Permit Parking restriction on Gatwick Avenue,
between Oak Park Avenue and Westlake Avenue.
Financial Implications:
There are no financial implications.
Recommendations:
"It is recommended that:
(1)the Clerks Department conduct a poll of the residents of Gatwick Avenue, between Oak
Park Avenue and Westlake Avenue, to determine support for the removal of the existing
overnight permit parking restriction, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to
give effect thereto."
Background:
The Works and Emergency Services Department received a petition dated September 5, 1998,
signed by residents of 14 properties on Gatwick Avenue, between Westlake Avenue and Oak
Park Avenue, requesting that the overnight permit parking regulations be removed.
Comments:
Gatwick Avenue, between Westlake Avenue and Oak Park Avenue, is presently regulated by
a "No Parking Anytime" restriction on the north side of the street, a "No Parking Anytime"
restriction on the south side of the street, between Oak Park Avenue and a point 36.5 metres
east thereof, and the overnight permit parking regulation on the south side of the street, from a
point 36.5 metres east of Oak Park Avenue and Westlake Avenue.
Overnight permit parking was implemented on this block in 1983 after a petition was received
from the residents of the block and a formal poll was conducted that indicated a majority of
support for the restriction. There are presently 13 overnight permit parking spaces available on
the street. A review of the permit parking records for the last 8 6-month permit beginning in
October 1994 indicate between 7 and 12 permits have been issued on this block. There have
been 4 permits issued for the current permit period which began October 1,1998. There are 30
residences, including flankage properties, that are eligible to obtain a parking permit.
There are some streets in the vicinity of this block of Gatwick Avenue that are regulated by
overnight permit parking, as illustrated in Appendix 'A'. They are Oak Park Avenue,
Westlake Avenue (south of Gatwick Avenue), and Gatwick Avenue, between Westlake
Avenue and Chisholm Avenue. If the overnight permit parking restriction on Gatwick
Avenue, between Oak Park Avenue and Westlake Avenue, is removed, there is a potential for
residents of these neighbouring street blocks to proceed to park on the block under study in
order to avoid paying for parking permits on their respective streets. However, if this were to
occur, residents could contact the Toronto Police Service to request enforcement of the
unsigned three-hour parking restriction. Enforcement would be conducted on all vehicles
exceeding the three-hour limit, and not just vehicles belonging to non-residents of the street
block.
Conclusion:
The Works and Emergency Services received a petition signed by residents of 14 of the 30
properties on Gatwick Avenue, between Oak Park Avenue and Westlake Avenue, requesting
that the overnight permit parking restriction be removed. Records indicate that between 7 and
12 of the possible 13 permits have been issued for the 6-month permit periods since October
1994.
To ascertain support for the removal of the overnight permit parking restriction, it is
recommended that the Clerks Department be requested to conduct a formal poll of the
residents of Gatwick Avenue, between Oak Park Avenue and Westlake Avenue.
