Purpose:
This is a preliminary report on new applications for Zoning By-law amendment and a
concurrent Site Plan approval.

Recommendation:
- It is recommended that the East York Community Council:
i)convene a Public Meeting (under the Planning Act) to consider the rezoning application;
ii)that this meeting be scheduled for the first quarter of 1999; and,
iii)that the City Clerk be instructed to provide public notice by circulation.
Background:
The applications were submitted by 1314661 Ontario Limited c/o Peter Pitino, for a 1,529.2
m2 (0.37 ac.) property located at the north-east corner of Dawes Road and Gower Street. The
applicant proposes to develop this site with 11, 3 storey street front townhouse units - 5
grouped along Dawes Road and 6 along the frontage of Gower Street.
This currently vacant site was occupied by a Petro Canada gas station until June 1993. Petro
Canada is still the owner of record. 1314611 Ontario Limited have a conditional offer of
purchase subject to a rezoning.
The site is designated "Low Density Residential" in the East York Official Plan. This
designation specifies that it should develop with ground oriented housing forms with street
orientation. The proposal conforms to the Plan.
The Borough of East York By-law 6752 restricts the site's development to single detached
dwellings.
Comments:
The proposed townhouse project will locate in a largely residential area characterized by a mix
of housing ranging from single storey bungalows to 2 and 3 storey mixed commercial
residential buildings and high rise apartment buildings.
A preliminary review of the application appears to indicate that the proposal provides
sufficient parking, and that it meets other standard development criteria. These matters will be
further reviewed during the application circulation process and reported on in future Planning
Staff reports.
Since this site is located in the midst of a largely residential neighbourhood, Staff will
organize an evening Community Meeting to introduce this project to the neighbourhood and
to obtain public comments. We propose to hold this Community Meeting sometime in mid to
late February 1999, some 3 to 4 weeks in advance of the Public Meeting.
