Purpose:

This is a preliminary report on new applications for Official Plan and Zoning By-law amendments and concurrent Site Plan approval.

Financial Implications:

None

Recommendation:

  1. It is recommended that the East York Community Council:

i)convene a Public Meeting (under the Planning Act) to consider the Official Plan amendment and rezoning applications;

ii)that the Public Meeting be scheduled for the second quarter of 1999; and,

iii)that the City Clerk be instructed to provide public notice by circulation.

Background:

The applications were submitted by Turner Fleischer Architects Inc., on behalf of Inaugural Sources Inc.,and pertain to a 2,391.26m2 ( 0.59 ac.) property located at the north-east corner of Dawes Road and Goodwood Park Court. The applicant proposes to develop the site with 16, 3 storey townhouse units organized around an internal courtyard accessed from Goodwood Park Court.

This currently vacant site was redesignated and rezoned in 1992, for a 4 storey 36 unit seniors apartment. Shortly thereafter the then owners of the site, Ramparts Development Inc., went into a receivership and abandoned their plans to construct the project. In December 1998, the site was purchased by Inaugural Source Inc., who wish to develop it with 16 townhouse units.

The applicable Official Plan and Zoning By-law restrict the site's development to a seniors apartment only.

The plans submitted by the applicant include lands currently owned by the City of Toronto and by Toronto Hydro. These are identified on the above location map via a cross-hatch overlay. Inaugural Sources Inc., are currently in the process of purchasing these lands.

Comments:

The proposed townhouse project will locate in a largely residential area characterized by a mix of housing ranging from 2 storey residences immediately to the south, high rise apartment buildings to the north and newly developing townhouses across Dawes Road to the east.

A preliminary review of the application appears to indicate that the proposal provides a full parking complement and that its design is efficient and functional. These matters will be further reviewed during the application circulation process and reported on in future Planning Staff reports.

Since this site is located in the midst of a largely residential neighbourhood, Staff will organize an evening Community Meeting to solicit the public's comments. These will be included in our final recommendation report and presented to Community Council at a Public Meeting, which is anticipated to take place in April or May.
