Subject:Implementation of Two-sided Overnight Permit Parking on Donlands Avenue, between Mortimer Avenue and Sammon Avenue

Purpose:

To report on the introduction of overnight permit parking on both sides of Donlands Avenue, between Mortimer Avenue and Sammon Avenue.

Funding Sources, Financial Implications and Impact Statement:

Not applicable.

Recommendations:

The East York Community Council may recommended that:

(1)overnight permit parking be permitted on both sides of Donlands Avenue, between Mortimer Avenue and Sammon Avenue, on a street name basis, to operate during the hours of 11:00p.m. to 5:00 a.m., 7 days a week;

(2)Schedule A of Overnight Parking Permit By-law No. 20-96, of the former Borough of East York, be amended to incorporate two-sided overnight permit parking on Donlands Avenue, between Mortimer Avenue and Sammon Avenue; and

(3)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

A request was received from Councillor Jane Pitfield on December 3, 1998, accompanied with a petition from the residents of Donlands Avenue, between Mortimer Avenue and Sammon Avenue, requesting the feasibility of overnight permit parking on both sides of the street.

Comments:

Donlands Avenue, between Mortimer Avenue and Sammon Avenue, operates two-way traffic, northbound and southbound with a pavement width of 13.41 metres. Parking on Donlands Avenue is presently regulated by alternate side permit parking, where parking rotates side-to-side, on a monthly basis, allowed by permit only, between the hours of 11:00 p.m. and 5:00 a.m. and for a maximum period of three hours at all other times.

This section of Donlands Avenue, between Mortimer Avenue and Sammon Avenue, is sufficiently wide enough to enable two-sided permit parking. Inspection by staff confirmed that this would increase the number of parking spaces on this block by 15 spaces without adversely affecting traffic operation or safety and at the same time providing much needed additional parking in the area.

Conclusions:

A petition was submitted by 21 residents of the 51 affected properties on Donlands Avenue, between Mortimer Avenue and Sammon Avenue.

Given that Donlands Avenue, between Mortimer Avenue and Sammon Avenue, is already authorized for permit parking on an alternate side basis, no poll is required to ascertain support for the implementation of overnight permit parking on both sides of the street.

The proposal will provide 15 additional parking spaces for residents of this portion of the street. It is therefore, recommended that permit parking be introduced on both sides of Donlands Avenue, between Mortimer Avenue and Sammon Avenue.
