March 8, 1999

To:East York Community Council

From:Angie Antoniou, Manager, Right of Way Management, Transportation Services, District 1

Subject:Introduction of Overnight Permit Parking on Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue

Purpose:

To report on the introduction of overnight permit parking on Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue, on a street name basis, to operate during the hours of 11:00 p.m. to 5:00 a.m., 7 days a week.

Funding Sources, Financial Implications and Impact Statement:

Not applicable.

Recommendations:

The East York Community Council may recommended that:

(1)the City Clerk be directed to conduct a formal poll of the residents of Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue, to determine support for the implementation of overnight permit parking;

(2)the City Clerk report the results of the poll to the East York Community Council; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

A request was received from Councillor Michael Prue on December 14, 1998, on behalf of residents of Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue, requesting the implementation of overnight permit parking on their street block. This petition meets the minimum requirement of 25 percent support from the residents of the street block.

Comments:

Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue, is a 8.53 metres (28 feet) wide local street that is presently regulated by the unsigned three-hour parking restriction on both sides of the street.

Should overnight permit parking be considered on this block, it is standard practice to concurrently implement the alternate side parking regulation, where parking rotates side-to-side, typically on a monthly basis. Alternate side parking aids street maintenance, cleaning and snow removal operations. Furthermore, since Woodycrest Avenue is a two-way street, maintaining parking on one side of the street would benefit traffic operations.

A study conducted by staff revealed that a total of 5 overnight parking permits can be issued for this street block.

Conclusions:

A petition received by this Department from the residents of Woodycrest Avenue, between Mortimer Avenue and Westwood Avenue, requesting the implementation of overnight permit parking, satisfies the minimum 25 percent support required for staff to investigate the feasibility of on-street permit parking.

In accordance with By-law No. 20-96, it is recommended that a formal poll be conducted of all residents of this block of Woodycrest Avenue to ascertain support for the implementation of overnight permit parking.
