Subject: Traffic Concerns on MacNaughtan Road (Ward 1)

 

 

Purpose:

 

To report to the East York Community Council on the impact of a "No Right Turn" restriction for westbound traffic on Millwood Road at MacNaughtan Road.

Background:

 

East York Community Council, at its meeting of May 6, 1998, in considering a report dated April 28, 1998, from the City Clerk regarding the results of a traffic poll conducted on MacNaughtan Road and Cameron Crescent, between Millwood Road and Parkhurst Boulevard, requested that: 1) By-law No. 92-93 be amended to implement a Right Turn Restriction from westbound Millwood Road onto northbound MacNaughtan Road from 7:00 a.m. to 9:00 a.m. for a trial period of six months; and 2) the Interim Functional Lead for Transportation be requested to report in December, 1998, on the impact of the implementation of this right turn restriction (Clause 12, Report No. 7 of the East York Community Council).

 

 

Comments:

 

Transportation Services staff conducted traffic counts at the intersections of Bayview Avenue at Millwood Road, Donegall Drive at Millwood Road, MacNaughtan Road at Millwood Road, and Bessborough Drive at Millwood Road in November 1998 in order to evaluate any changes in traffic volumes using these streets since the implementation of the "No Right Turn, 7:00 a.m. to 9:00 a.m., Monday to Friday" restriction for westbound traffic on Millwood Road at MacNaughtan Road in July 1998.

 

Our investigation revealed that during the a.m. peak period, westbound right turning traffic volumes on Millwood Road increased slightly at Bayview Avenue, remained stable at Donegall Drive, decreased at MacNaughtan Road, and increased at Bessborough Drive. The traffic volumes before and after the turn restriction at MacNaughtan Road are illustrated in Appendix ‘A’. The volumes indicate that the turn restrictions at MacNaughtan Road have resulted in an increase in traffic volumes on Bessborough Drive. A recent traffic count shows that westbound right-turning traffic volumes onto MacNaughtan Road have decreased by about 35 vehicles , and traffic volumes on Bessborough Drive have increased by about 35 vehicles to 63 vehicles over two hours. This volume is still well within an acceptable range for an urban residential street, especially when there are two schools that are accessed via Bessborough Drive, namely St. Anslem School located at Bessborough Drive and Millwood Road, and Bessborough Public School located at Bessborough Drive and Field Avenue.

 

Both schools have School Bus Loading Zones on Bessborough Drive. The implementation of a "No Right Turn, 7:00 a.m. to 9:00 a.m., Monday to Friday" restriction for westbound traffic on Millwood Road at Bessborough Drive, similar to the restriction at MacNaughtan Road, would cause access difficulties for school buses and parents picking up/dropping off children.

 

The implementation of a "No Right Turn, 7:00 a.m. to 9:00 a.m., Monday to Friday" restriction for westbound traffic on Millwood Road at MacNaughtan Road has succeeded in reducing traffic volumes on MacNaughtan Road to a level similar to those experienced prior to the turn restriction implemented at Millwood Road and Donegall Drive. The extra volume (approximately 35 vehicles in the two hour a.m. peak period) appears to have been transferred to Bessborough Drive. Given the minor volume increase to Bessborough Drive, staff do not recommend further turn restrictions for westbound right-turning traffic from Millwood Road at this time.
