Subject:Amendments to Parking Regulations on Rumsey Road, between Broadway Avenue and Glenvale Boulevard

Ward: 1 (East York)

Purpose:

The purpose of this report is to amend the parking regulations on both sides of Rumsey Road, between Broadway Avenue and Glenvale Boulevard, in order to reduce long-term parking by persons attending the Institutions north of Glenvale Boulevard.

Financial Implications:

The funds associated with the implementation of the proposed parking regulation amendments are contained in the Transportation Services Division's 1999 Current Budget Estimates. The estimated cost of installing appropriate signs is $600.00.

Recommendations:

It is recommended that:

1.the Clerk's Department be directed to conduct a formal poll of the residents of Rumsey Road, between Broadway Avenue and Glenvale Boulevard, to determine support for the implementation of a one-hour maximum parking limit on both sides of Rumsey Road, between Broadway Avenue and Glenvale Boulevard, between 10:00 a.m. and 6:00 p.m., Monday to Friday and/or the implementation of a "No Parking Anytime" restriction on both sides of Rumsey Road between Broadway Avenue and Glenvale Boulevard between 8:00 a.m. and 10:00 a.m; and,

2. the appropriate City Officials be requested to take whatever action is necessary to give effect thereto, including the introduction in Council of any Bills that are required.

Comments:

At the request of Councillor Jane Pitfield and in response to a petition received from residents on Rumsey Road, between Broadway Avenue and Glenvale Boulevard, Transportation Services staff reviewed the parking demand and existing regulations in this area. This investigation was conducted in response to local residents' concerns to reduce occurrences of long- term parking on Rumsey Road.

The petition was signed by residents of 33 homes within this section of Rumsey Road and asked residents' preferences for limiting parking to 1 hour all day, prohibiting parking before 10:00 a.m./11:00 a.m., a combination of these 2 and leaving the parking as is. Of the 33 respondents, 2 preferred a 1-hour limit all day, 19 preferred the "No Parking" before 10:00 a.m./11:00 a.m. restriction, 7 preferred a combination, and 5 preferred no restrictions.

Rumsey Road, between Broadway Avenue and Glenvale Boulevard, is a two lane, two-way, residential roadway and is governed by the unsigned three-hour parking regulation.

Residents have expressed concerns that there is significant long-term parking on both sides of Rumsey Road, between Broadway Avenue and Glenvale Boulevard. This parking is generated primarily by persons attending the Canadian National Institute for the Blind (CNIB), The Toronto Rehabilitation Centre, Hugh McMillan Centre, and the Chiropractic College. The entrance to these facilities is located on Rumsey Road, immediately north of Glenvale Boulevard.

Our observations indicate that long-term parking exists, especially on the east side of Rumsey Road. In response to similar concerns of residents of other streets in North Leaside, parking regulations have been amended to restrict long term parking by visitors and employees of the Institutions north of Glenvale Boulevard. Both 1-hour parking restrictions and morning parking prohibitions have been implemented on adjacent streets in recent years. Former Borough of East York policy was to poll local residents as to their preferred parking regulation, therefore our Department recommends that an official poll be conducted by the Clerks Department.
