Subject:330 Sutherland Drive - "Rusty Water" Problem (Ward 1)

Purpose:

To inform East York Community Council of the options available to assist residents who have "rusty water" problems and to advise actions proposed for Sutherland Drive.

Funding Sources, Financial Implications and Impact Statement:

The estimated cost to clean and cement mortar line the section of watermain along Sutherland Drive from Parkhurst Boulevard to McRae Drive is $18,000.00. This cost is included in the approved 1999 Capital Budget under the Watermain Cleaning and Lining Program.

Recommendations:

That this report be received for information.

Council Reference/Background/History:

The East York Community Council, at its meeting of February 17, 1999 directed the Commissioner of Works and Emergency Services to prepare a report for its March 30, 1999 meeting on what assistance the City provides to residents experiencing "rusty water" problems.

Comments:

Rust in the water results from the deterioration of the iron watermain as it ages. This determination is in the form of rust buildup on the inner wall of the pipe. As rust particles become dislodged by the passage of water, they become suspended and impart a reddish-brown colour to the water, i.e. "rusty water".

The Department uses one of two options to address "rusty water" problems. The first option is to flush the watermain as frequently as required to eliminate the "rusty water". Since this action provides only temporary relief, residents are advised to request this service whenever the problem occurs. The second option is to clean and line the watermain with a cement mortar. This removes the water-metal interface which prohibits rusting. This solution is long lasting.

In regards to 330 Sutherland Drive, the section of the watermain along Sutherland Drive from Parkhurst Boulevard to its terminus at McRae Drive has been placed on the list of watermains to be cleaned and lined in 1999. It is anticipated this work will be completed before November 1999.

Until the deteriorated section of the watermain is rehabilitated, staff will continue to monitor and flush the main as required.

Conclusions:

Cleaning and lining the watermain along Sutherland Drive from Parkhurst Boulevard to its terminus at McRae Drive will eliminate the "rusty water" caused by this pipe section.
