Subject: 1999 Watermain Cleaning and Lining Programme
Purpose:
This report is to the April 28th, 1999 East York Community Council. It responds to a request for a report by the Commissioner of Works & Emergency Services on the 1999 Watermain Cleaning and Lining Programme in the East York District.
Funding Sources, Financial Implications and Impact Statement:
Funding in the amount of $1,166,000.00 has been approved in the 1999 Capital Works Programme under Watermain Reconstruction and Rehabilitation Project No. W5962.
Recommendations:
That this report be received for information.
Council Reference/Background/History:
The East York Community Council at its meeting on March 30th, 1999 requested that the Commissioner of Works & Emergency Services provide a list of the watermains to be cleaned and lined in 1999.
Comments and/or Discussion and/or Justification:
The list of watermains to be cleaned and lined in 1999 is attached (Attachment I). Also attached are watermains selected for cleaning and lining in the years 2000, 2001, 2002 and 2003 (Attachments II, III, IV and V). It should be noted that the annual projects for the years 2000 to 2003, developed prior to and immediately after amalgamation, will be reassessed against other similar projects across the entire City and are subject to change in the future.
The watermains selected for cleaning and lining are split into two categories. The first set, which comprises the bulk of the project, is proactive and is chosen according to the priority rating contained in the report entitled "Water Distribution System Review Study" (Chisholm, Fleming and Associates, March, 1995). The second is reactive and is based on complaints of rusty water in the preceeding two years.
The 1999 programme consists of watermains along 28 streets, seven of which are deadend watermains. Three were based on complaints: Sutherland Drive, Parkview Hill Crescent and Notley Place.
To date, there are no other areas in East York where annually there have been more than one complaint of rusty water. However, any complaints received in the future will be factored into the selection of watermains for the cleaning and lining programme for subsequent years.
Conclusions:
The watermains in all areas where there were numerous and persistant complaints of chronic rusty water supplies in 1997 and 1998 have been included in the 1999 Watermain Cleaning and Lining Programme for the East York District.
