Subject:Pedestrian Walkway Lighting in Howard Talbot Park - Ward 1 - East York
Purpose:
This report will provide cost estimates for pedestrian walkway lighting in Howard Talbot Park.
Source of Funds:
Currently no funding for this item is included in the Capital Works Programme for the Economic Development, Culture &
Tourism Department. Funding for the proposed lighting at an amount of $90,000 can be included for consideration in the
2000 - 2004 Capital Works Program.
Recommendations:
It is recommended that:
(1) the Commissioner of Economic Development, Culture & Tourism consider the inclusion of $90,000 for pedestrian
walkway lighting in Howard Talbot Park in the 2000-2004 Capital Works Program; and
(2) the appropriate City officials be authorized to take the necessary actions to give effect thereto.
Council Reference/Background/History:
The East York Community Council at its May 26, 1999 meeting requested the Economic Development, Culture and
Tourism Department, to report back to the July 15, 1999 meeting on the costs associated with lighting Howard Talbot
pedestrian walkway at the "top of hill at West end of park".
Comments
At the request of East York Community Council, staff of the Policy and Development Division, Capital Projects Section,
have concluded their site survey and analysis. Staff have identified two
additional areas within the park which should be included for consideration for pedestrian walkway lighting. The areas that
should be considered are:
A.West end to park / top of Hill$50,000 (as per Request)
B. Staircase in middle of park$30,000*
C.Play area east side of park$10,000
Total $90,000
(* this cost does not include the granular walkway on Board of Education property)
Staff also notes that community consultation should occur due to the close proximity of potential lamp post locations to
existing backyards and that City Forestry staff will be required to do extensive pruning to eliminate any shadow areas.
Additional maintenance costs may be incurred by the Parks and Recreation Division for cost of Hydro used.
