July 14, 1999

Yvonne Davies

Committee Administrator

East York Community Council

850 Coxwell Avenue

East York ON

M4C 5R1

Dear Ms. Davies:

On May 14, 1999, this department received a telephone message from Councillor Jane Pitfield’s office indicating that residents were complaining about garbage storage in the laneway behind Bayview Avenue between Millwood Road and Parkhurst Boulevard.

On May 17, 1999, an inspection of the laneway was conducted by Rob Colvin, Public Health Inspector. At the time of the inspection, Mr. Colvin observed that garbage was being stored behind several Bayview Avenue businesses (1525, 1531, 1541 and 1617 Bayview Avenue). It was noted that the garbage was well contained in plastic bags and cardboard boxes. Several empty cardboard boxes were also stacked behind the businesses at 1535 and 1587 Bayview. It was also noted that the next scheduled garbage pick up would not occur until the following day.

An inspection was also conducted on July 12, 1999, the day before a scheduled pick up. It was observed again during this inspection that garbage was being stored behind Bayview Avenue businesses. During this inspection, Mr. Colvin observed bags and cardboard boxes behind 1535 and 1541 Bayview Avenue.

There are several food premises along this laneway that are subject to scheduled inspections by this department. In order to comply with the Ontario Food Premises Regulation, the operators of these establishments are required to store all garbage and waste, until the day of pick up, in a separate room, compartment or bin so constructed and maintained to exclude pests and vermin. There are currently no outstanding requirements with respect to storage and removal of liquid and solid waste for these premises.
