Subject: Pedestrian Lighting of Walkways at Howard Talbot Park

Purpose:
To report on the results of a public meeting held October 6, 1999, with regard to the walkway lighting at Howard Talbot
Park and to provide a breakdown of the associated costs as per the public meeting.
Financial Implications and Impact Statement:
Funding for the proposed lighting at an amount of $50,000 has been submitted for consideration in the FY2000 Capital
Works Programme for the Parks and Recreation Division.
The Chief Financial Officer and Treasurer has reviewed this report and concurs with the financial impact statement.
Recommendations:
It is recommended that:
(1) the Commissioner Economic Development, Culture and Tourism include $50,000 for Pedestrian and area lighting in
Howard Talbot Park in the Parks and Recreation Division FY2000 Capital Works Program;
(2) the financial implications be referred to the Budget Advisory Committee for consideration during the 2000 Capital
Budget Process; and
(3) the appropriate City officials be authorized to take the necessary actions to give effect thereto.
Background:
The East York Community Council on July 15, 1999, had before it a report (June 22, 1999) from the Commissioner of
Economic Development, Culture and Tourism, providing cost estimates for pedestrian walkway lighting in Howard Talbot
Park. East York Community Council directed staff to hold a public consultation process to identify areas of the park that
are in need of pedestrian walkway lighting.
Comments:
Staff held a public consultation meeting on October 6, 1999 at Leaside Secondary School. Refinement to the extent of
pathway lighting was discussed and agreed to, As well, other areas of the park were identified as requiring lighting and will
be included in the final lighting design.
As a result of the outcome of the public process, a smaller scope of work is required to satisfy the concern of the local
residents resulting in reduction in the estimated funds to complete this project.

West walkway to top of hill (8 poles@$2500ea) $20,000
Play Area lighting (2 poles@$2500ea) $ 5,000
Area lighting south side of park (2poles@$2500ea) $ 5,000
Consultants fees @ 12% of budget $ 4,800
Contingency fee @10% of budget $ 4,000
Estimated Budget $48,800
Staff also agreed to a future meeting between residents and the Electrical Design Consultant so that pole locations and
lighting patterns can be discussed at a finer detail.
Conclusions:
As a result of the public consultation process, a defined scope of work has been established, resulting in a reduction of the
original budget as noted in the June 22, 1999 staff report.
