Subject:Appointment of 1999 Public Health Grants Review Panels

Purpose:

To recommend that the Board of Health appoint the individuals put forward by the Medical Officer of Health to the Public Health Grants Review Panels for AIDS and Drug Abuse Prevention.

Recommendations:

It is recommended that:

(1)the Board of Health appoint to the AIDS Prevention Review Panel the following individuals: Councillors King, Rae and Prue; Lee Zaslofsky; Trevor Grey; Adam Shane; Indra Ramkissoon; Susette Clunis; Liz Walker; Jonas Ma; Carlos Francis; and,

(2)the Board of Health appoint to the Drug Abuse Prevention Review Panel the following individuals: Councillors Bussin, Korwin-Kuczynski, and Mihevc; Kathy Kozma; Marianne Kobus-Matthews; Eduardo Castro; Claudia Barning; Angela Lee; Khadigia Ali.

Council Reference/Background/History:

Public Health has used Review Panels over the past ten years to bring citizen expertise and participation to the allocation of grants for AIDS and Drug Abuse Prevention. The Review Panels work with staff to review each application and make recommendations to the Board of Health. The Review Panels will be especially important in 1999, as the AIDS and Drug Abuse Prevention grants programs accept applications from the whole City.

The Board of Health at its meeting on November 10, 1998 recommended that the Medical Officer of Health bring forward names of members for the 1999 AIDS and Drug Abuse Prevention Review Panels. The Review Panels were to include City Council members, Board of Health members, informed citizens, and, in the case of AIDS Prevention, people living with HIV and AIDS. In addition to this, the Medical Officer of Health wished to insure representation from across the City.

Comments:

In recruiting potential members for the Review Panels, a flyer was distributed to members of City Council and to organizations and agencies across the City. Staff also consulted with Councillors and others to insure representation from equity seeking groups, as well as representation from neighbourhoods across the City. The names brought forward represent the results of that outreach and consultation, balanced by a need to maintain continuity on the Review Panels. Each Review Panel will be co-chaired by a citizen member and City Councillors. Collectively, the AIDS and Drug Abuse Review Panels represent the diversity of the City, in addition to the specialized expertise required for effective service.

Conclusions:

The appointment of the individuals named herein achieves a mix of Councillor and community representation for the 1999 Public Health Grants Review Panels. The Board of Health is unique among Municipal Grants programs in using citizens in the review of applicants, carrying on the long- standing health promotion tradition of citizen participation.
