Subject:Parking Prohibitions: Church Avenue

North York Centre

Purpose:To restrict parking on the south side of Church Avenue, from Kenneth Avenue to a point 45 metres easterly thereof.

Source of funds:

All costs associated with the installation of the parking restrictions are included within the 1999 operating budget.

Recommendations:

That Schedule VIII of By-Law No. 31001, of the former City of North York, be amended to prohibit parking at anytime on the south side of Church Avenue, from the easterly limit of Kenneth Avenue to a point 45 metres easterly thereof.

Council Reference/Background/History:

Councillor Filion's office has been advised by a resident of Church Avenue that for convenience purposes, individuals destined to Mitchell Field are consistently parking on the south side of Church Avenue, as an alternative to utilizing the existing parking facility provided at the community centre.

Currently, parking is permitted for up to a maximum of three hours on the south side of Church Avenue and prohibited at anytime on the north side.

Comments and/or Discussion and/or Justification:

As a result of an investigation by staff of the Transportation Services Division of the Works and Emergency Services Department, the residents' concerns have been confirmed as several vehicles were parked on Church Avenue. Furthermore, should vehicles continue to park on the south side of the roadway, west of the driveway access to the Mitchell Field parking lot, motorists sightlines when exiting the driveway would be obstructed.

Based on the continued complaints, it would appear that enforcement alone has been ineffective in reducing the level of on street parking. Both Councillor Gardner and Councillor Filion support the parking prohibitions.

Conclusions:

The Transportation Services Division supports amending the parking restrictions, as per the residents' request.
