STAFF REPORT

Subject: All Way Stop Control: Gordon Road and Seneca Street

North York Centre South

Purpose:

To review the installation of an all way stop at the intersection of Gordon Road and Seneca Street.

Financial Implications and Impact Statement:

All costs associated with the installation of all way stop controls, are included within the 1999 Operating Budget.

Recommendations:

It is recommended that:

(1) an all way stop control not be installed at the intersection of Gordon Road and Seneca Street.

Background:

At the request of the local residents, Councillor Joanne Flint has again requested staff review the feasibility of installing an all way stop control at the intersection of Gordon Road and Seneca Street and report on this matter directly to the North York Community Council.

Staff of the former City of North York, Transportation Department, conducted similar studies and investigations at the intersection on two separate occasions. The results of the studies conducted in 1992 and 1996, concluded that the technical warrants for the installation of an all way stop control were met to the extent of 35 percent and 12 percent, respectively.

The study results indicated that the vehicular and pedestrian volumes actually decreased considerably in 1996, from those recorded in 1992. This reduction can perhaps be attributed to the relocation and reconstruction of Owen Public School, further east from the intersection. The principal access for the school is now located on Owen Boulevard. Staff observed that the majority of the students crossing the roadway, did so with the protection of the southbound stop control.

Comments:

Gordon Road and Seneca Street form a "T" intersection with a stop control on Seneca Street for southbound traffic. Traffic on Gordon Road is required to stop at upper Highland Crescent and Fenn Avenue to the west and east respectively. Seneca Street traffic is required to stop one block to the north at Owen Boulevard.

A review of the collision statistics indicates that there have been no reported incidents at this location during the preceding three years. The sight lines for both motorists and pedestrians at the intersection are clear and unobstructed from all approaches.

Conclusions:

The technical warrants for the installation of an all way stop control have not been met.
