Subject: Neighbourhood Traffic Management Plan: Derrydown Road, Romfield Drive to Sentinel Road

Purpose:
To implement a neighbourhood traffic management plan, consisting of two speed humps and a 40 km/h zone, on
Derrydown Road.
Financial Implications and Impact Statement:
All costs associated with the installation of the speed humps and traffic control signing are included within the 1999
operating budget.
Recommendations:
It is recommended that:
1. two speed humps be installed on Derrydown Road in the vicinity of 152 and 172 Derrydown Road;
2. By-law No. 31878, of the former City of North York be amended to designate Derrydown Road from the northerly limit
of Broadoaks Drive to the easterly limit of Sentinel Road as a 40 km/h zone; and
3. The Works and Emergency Services Department, Transportation Services Division report back to Council in six months
on the effectiveness of the neighbourhood traffic management plan.
Background:
Staff of the Transportation Services Division of the Works and Emergency Services Division, in accordance with the
former City of North York Council Policy for Traffic Calming, met with residents of the community to address traffic
related issues. A Traffic Work Group, comprising of residents of the area, was established to identify the specific concerns
of the community and to develop a traffic management plan that would be considered appropriate and acceptable by the
community to address the traffic issues.
Comments:
As a result of discussions with the Traffic Work Group, it was determined that the main concern was the rate of speed of
motor vehicles on Derrydown Road, between Broadoaks Drive and Sentinel Road. A portion of this section of roadway is
posted as a 40 km/h speed zone.
A review of the Division's roadway locations files concluded that previous complaints of vehicle speeds were received. As
a result of those concerns the Toronto Police Services were requested to provide enforcement.
The Traffic Work Group, in conjunction with the staff of this division, reviewed the various options to address the
concerns for vehicle operating speeds. Traditional methods in controlling traffic have had limited and short term effects.
The results of 24 hour vehicle volume and speed studies revealed that through the section of Derrydown Road, designated
as a 40 km/h zone, 85% of the speed of motor vehicles were in excess of 65 km/h.
Due to the lack of long term improvements to vehicle operating speeds, the Traffic Work Group and the residents in
attendance at a meeting held on August 11, requested the installation of speed humps on Derrydown Road.
Conclusions:
This Division supports the installation of the speed humps on Derrydown Road as requested by the local residents.
