Subject: Stopping Prohibitions: Virgilwood Drive, Purbrook Court, Dunboyne Court

North York Spadina

Purpose:

To replace existing "No Parking Any Time" regulations with "No Stopping Any Time" regulations on Virgilwood Drive, Purbrook Court and Dunboyne Court.

Financial Implications and Impact Statement:

All costs associated with the installation of the stopping restrictions are included within the 1999 operating budget.

Recommendations:

It is recommended that:

(1) Schedule VIII of By-Law No. 31001, of the former City of North York, be amended to delete the no parking any time regulations on the west and south sides of Virgilwood Drive; and

(2) Schedule VIII of By-Law No. 31001, of the former City of North York, be amended to delete the no parking any time regulations on the north sides Purbrook Court and Dunboyne Court; and

(3) Schedule IX of By-Law No. 31001, of the former City of North York, be amended to prohibit stopping at any time on the west and south sides of Virgilwood Drive; and

(4) Schedule IX of By-Law No. 31001, of the former City of North York, be amended to prohibit stopping at any time on the east side of Virgilwood Drive between Finch Avenue West and Purbrook Court; and

(5) Schedule IX of By-Law No. 31001, of the former City of North York, be amended to prohibit stopping at any time on the north sides of Purbrook Court and Dunboyne Court.

Background:

This division has reviewed residents' concerns that vehicles continually parked on both sides of Virgilwood Drive, Purbrook Court and Dunboyne Court, during the day, have been restricting the flow of two-way traffic and obstructing access to driveways.

Currently, parking is prohibited at any time on the west and south sides of Virgilwood Drive and on the north sides of Purbrook Court and Dunboyne Court. Parking is permitted for maximum periods of up to three hours on the east side of Virgilwood Drive; and the south sides of Purbrook Court and Dunboyne Court.

Comments:

Our investigation has verified the residents' concerns that vehicles are continually parked during the day on both sides of the road in the Virgilwood Drive area by Disabled Parking Permit holders and Branson Hospital visitors. In addition, the restriction of two-way traffic caused by vehicles continually parked during the day, creates a dangerous situation for pedestrians and school bus operations.

Conclusions:

The replacement of the existing no parking regulations with no stopping any time regulations on Virgilwood Drive, Purbrook Court and Dunboyne Court, will improve traffic operations in the community.
