Subject: Stopping Prohibitions: Overbrook Place

North York Spadina

Purpose:

To prohibit stopping at any time on the north side of Overbrook Place, between Wilmington Avenue and Elder Street.

Source of funds:

All costs associated with the installation of the stopping restrictions are included within the 1999 operating budget.

Recommendations:

It is recommended that:

1. Schedule VIII of By-law No. 31001, of the former City of North York, be amended to delete the no parking any time prohibitions on the north side of Overbrook Place, between Wilmington Avenue and Elder Street, and

2. Schedule IX of By-Law No. 31001, of the former City of North York, be amended to install no stopping at any time on the north side of Overbrook Place, between Wilmington Avenue and Elder Street.

Background:

Currently, parking is prohibited at any time on both sides of Overbrook Place, between Wilmington Avenue and Elder Street.

This division has reviewed complaints that vehicles parked on both sides of Overbrook Place restrict the flow of two way traffic and obstruct the view of motorists exiting from the driveway associated with the adjacent commercial property.

Comments:

Our investigation has verified that vehicles parked on both sides of Overbrook Place, between Wilmington Avenue and Elder Street, restrict the flow of traffic and obstruct the view of motorists exiting the plaza driveway. As parked vehicles have displayed disabled parking permits, police enforcement would not be effective.

Councillors Howard Moscoe and Michael Feldman support the amendments to the on-street parking/stopping prohibitions.

Conclusions:

The implementation of stopping prohibitions on the north side of Overbrook Place will improve the flow of two way traffic and visibility for motorists exiting the driveway for the commercial property.
