STAFF REPORT
October 22, 1999
To: North York Community Council
From: Roberto Stopnicki, Director, Transportation Services, District 3
Works and Emergency Services
Subject: Parking Prohibitions: Joel Swirsky Boulevard
North York Spadina
Purpose:
To prohibit parking at anytime on the north side of Joel Swirsky Boulevard between Tillingham Keep and Faywood
Boulevard.
Financial Implications and Impact Statement:
All costs associated with the installation of the parking restrictions are included within the 1999 operating budget.
Recommendations:
It is recommended that:
(1) Schedule VIII of By-Law No. 31001, of the former City of North York, be amended to prohibit parking at anytime on
the north side of Joel Swirsky Boulevard, between a point opposite the northerly limit of Tillingham Keep and the westerly
limit of Faywood Boulevard.
Background:
Residents of Joel Swirsky Boulevard have indicated that when vehicles are parked on both sides of the road, west of
Faywood Boulevard, two way traffic and the visibility for motorists while exiting driveways is restricted.
Currently, parking is permitted on both sides of Joel Swirsky Boulevard, west of Faywood Boulevard, for maximum
periods of up to three hours.
Comments:
An investigation by staff of the Transportation Services Division has verified the residents' concerns that two way traffic
and the visibility for residents is restricted when vehicles are parked on both sides of the road. Vehicles are continually
parked at this location during the day by patrons of the park, on the south side of Joel Swirsky Boulevard.
Conclusions:
The installation of parking restrictions on the north side of Joel Swirsky Boulevard will improve traffic operations west of
Faywood Boulevard.
