STAFF REPORT

Subject: All Way Stop Control: Robinsgrove Road and Rockford Road

North York Spadina

Purpose:

To install an all way stop control at the intersection of Robingrove Road and Rockford Road.

Financial Implications and Impact Statement:

All costs associated with the installation of the all way stop are included within the 1999-operation budget.

Recommendations:

It is recommended that:

(1) Schedules XVIII and XIX of By-law No. 31001, of the former City of North York, be amended to require traffic to stop on all approaches to the intersection of Robinsgrove Road and Rockford Road.

Background:

At the request of Councillor Michael Feldman, on behalf of the principal of the Rockford Road Public School, staff of the Transportation Services Division investigated traffic operations on Rockford Road, adjacent to the school.

Currently, northbound traffic on Robinsgrove Road is required to stop at the "T" intersection with Rockford Road.

Comments:

The Rockford Road Public School is located on the north side of Rockford Road, at the intersection with Robinsgrove Road. Rockford Park is located immediately to the west of the school.

To facilitate the vehicles and buses that service the school, there are parking facilities located to the west and a bus loading zone in front of the school. The bus loading zone is shared by parents dropping off and picking up students, primarily kindergarten and daycare.

Despite the implementation of parking restrictions on both sides of Rockford Road, parents continue to park and often leave their vehicles to attend to their children. This parking activity causes confusion and congestion in the area. Traffic congestion becomes most apparent when students cross Rockford Road at Robinsgrove Road. The visibility of the children when crossing the Rockford Road, often unassisted by adults, is significantly reduced.

To address the issue of illegal parking, the Toronto Police Services have been requested to provide enforcement. Despite enforcement, illegal parking continues and the safety of the children remains a concern.

In addition to our investigation of traffic operations on Rockford Road, representatives of the school and the Toronto School Board are reviewing on site improvements to provide a safer environment for the students.

Conclusions:

The installation of an all way stop control at the intersection of Robinsgrove Road and Rockford Road will provide a significant increase in the level of safety for the students attending the Rockford Road Public School and should not impede the flow of traffic on Rockford Road.
