Subject: All Way Stop Control: Caribou Road at Kimbark Boulevard

North York Centre South

Purpose:

To install an all way stop control at the intersection of Caribou Road and Kimbark Boulevard.

Financial Implications and Impact Statement:

All costs associated with the installation of the all way stop control are included within the 1999 operating budget.

Recommendations:

It is recommended that:

Schedules XVIII and XIX of By-Law No. 31001, of the former City of North York, be amended to require traffic to stop on all approaches to the intersection of Caribou Road and Kimbark Boulevard.

Background:

Currently, eastbound and westbound traffic on Caribou Road is required to stop at Kimbark Boulevard. One block to the south, traffic is required to stop on all approaches to the intersection of Kimbark Boulevard and Otter Crescent.

Comments:

As a result of concerns received from Councillors Joanne Flint and Milton Berger and on behalf of the local residents, staff of the Transportation Services Division of the Works and Emergency Services Department conducted an all way stop study.

The results of an all way stop study revealed that the majority of traffic at the intersection travelled either northbound or westbound. Observations by divisional staff confirmed right-of-way conflicts as a result of the heavier westbound traffic being required to stop at the intersection.

Conclusions:

The installation of an all way stop control at the intersection of Caribou Road and Kimbark Boulevard would provide additional motorist and pedesrtian protection and would address the concerns for the existing right-of-way conflicts between northbound and westbound traffic.
