Subject: All Way Stop Control and Parking/Stopping Prohibitions:
Kenneth Avenue and Pemberton Avenue
North York Centre
Purpose:
To install an all way stop control at the intersection of Kenneth Avenue and Pemberton Avenue and to amend the current
parking/stopping restrictions on both sides of Kenneth Avenue, between Finch Avenue East and Bishop Avenue.
Financial Implications and Impact Statement:
All costs associated with the installation of the all way stop control and the parking/stopping prohibitions are included
within the 1999 operating budget.
Recommendations:
It is recommended that:
(1) Schedules XVIII and XIX of By-law No. 31001, of the former City of North York, be amended to require traffic to stop
at all approaches to the intersection of Kenneth Avenue and Pemberton Avenue;
(2) Schedule VIII of By-law No. 31001, of the former City of North York, be amended to delete the "No Parking Anytime"
prohibition on the east side of Kenneth Avenue, between Pemberton Avenue and Bishop Avenue;
(3) Schedule VIII of By-law No. 31001, of the former City of North York, be amended to delete the "No Parking Anytime"
prohibition on the west side of Kenneth Avenue, between Finch Avenue East and Bishop Avenue;
(4) Schedule VIII of By-law No. 31001, of the former City of North York, be amended to install "No Parking Anytime"
prohibitions on both sides of Kenneth Avenue, from the southerly limit of Pemberton Avenue to the southerly limit of
Bishop Avenue;
(5) Schedule X of By-law No. 31001, of the former City of North York, be amended to delete the "60 Minute Permitted
Parking, 8:00 a.m. to 6:00 p.m., Monday to Friday", regulation on the east side of Kenneth Avenue, from a point 34 metres
north of Finch Avenue East to a point 38.5 metres northerly thereof; and
(6) Schedule IX of By-law No. 31001, of the former City of North York, be amended to install "No Stopping Anytime"
prohibitions on both sides of Kenneth Avenue, from the northerly limit of Finch Avenue West to the southerly limit of
Pemberton Avenue.
Background:
The Transportation Services Division of the Works and Emergency Services Department, reviewed a concern regarding
pedestrian safety and traffic operations at the intersection of Kenneth Avenue and Pemberton Avenue.
Kenneth Avenue and Pemberton Avenue form a "T" type intersection. Currently, eastbound traffic on Pemberton Avenue is
required to stop at Kenneth Avenue. Traffic control signals are located one block to the south at Finch Avenue East.
Pedestrian access to the Finch Subway station is provided from Pemberton Avenue.
Comments:
The results of an all way stop study, conducted on September 23, concluded that the technical warrants for the installation
of an all way stop control were satisfied. Observations by staff of the Transportation Services Division, concluded that
there are insufficient gaps in traffic on Kenneth Avenue to permit the safe crossing of pedestrians at Pemberton Avenue.
It was also observed that vehicles parked/stopped on Kenneth Avenue, restricted the flow of two way traffic and impeded
traffic operations at the Finch Avenue East/Kenneth Avenue intersection. Considering the large number of vehicles and
pedestrians destined for the Finch Subway, and the traffic generated by the condominium properties on the west side of
Kenneth Avenue, significant restrictions are required.
Conclusions:
The installation of an all way stop control at the intersection of Kenneth Avenue and Pemberton Avenue and amendments
to the current parking and stopping prohibitions on Kenneth Avenue would improve traffic operations and provide
additional protection for pedestrians crossing Kenneth Avenue at Pemberton Avenue.
