Subject: Stopping Prohibitions: Torresdale Avenue north of Finch Avenue West

Purpose:

To install stopping prohibitions on both sides of Torresdale Avenue, north of Finch Avenue West.

Financial Implications and Impact Statement:

All costs associated with the installation of the stopping prohibitions are included within the 1999 operating budget.

Recommendations:

It is recommended that Schedule IX of By-law No. 31001, of the former City of North York, be amended to prohibit stopping on both sides of Torresdale Avenue, between Finch Avenue West and Robert Hicks Drive.

Background:

At its' October 26 meeting, Toronto City Council adopted Clause 17(s) of Report No. 9 approving a motion by Councillors Howard Moscoe and Michael Feldman to install traffic calming measures on Torresdale Avenue, north of Finch Avenue West.

The motion was forwarded as a result of a meeting between the local Councillors, staff of the Transportation Services Division and the local residents. At that meeting the residents supported the installation of the traffic calming measures on Torresdale Avenue as a means of controlling vehicle speeds on Torresdale Avenue and improving traffic operations and safety at the driveway egress to Torresdale Avenue from the Savoy Condominium property.

In association with the traffic calming measures, and to further ensure that traffic operations on Torresdale Avenue was not negatively impacted with the installation of the traffic calming measures, residents also requested that stopping be prohibited on both sides of Torresdale Avenue, between Finch Avenue West and Robert Hick Drive.

Comments:

Despite the adoption of the motion to install the temporary traffic calming measures on Torresdale Avenue, the issue of the stopping prohibitions through the traffic calmed area was not addressed.

Subsequent to the installation of the temporary traffic calming measures, residents have contacted the local Councillors offices advising that two way traffic is not being maintained on Torresdale Avenue, as vehicles are parked/stopped on both sides of Torresdale Avenue, north of Finch Avenue West.

Conclusions:

To improve traffic conditions through the traffic calmed area, stopping must be prohibited on both sides of Torresdale Avenue, between Finch Avenue West and Robert Hick Drive.
