June 11, 1999

To:Policy and Finance Committee

From:Commissioner of Urban Planning and Development Services

Subject:Status of Ongoing Urban Design Projects

Purpose:

The purpose of this report is to advise Council on the projected status of funds regarding both the Jane and Finch and the Sheppard streetscape projects.

Source of Funds:

1999 Capital Budget.

Recommendations:

This report be received for information.

Background:

At its January 26, 1999 meeting, the Strategic Policies and Priorities Committee requested the Commissioner to submit a report to the Budget Committee, no later than the last meeting in July 1999, on any projected unexpended funds, or projected funds, respecting the following two projects: "Jane and Finch and Sheppard" in order that they can be reallocated to other projects.

Discussion:

Jane and Finch Streetscape Project

On May 11, 1999, Council approved $418,000 (Report No.3, Clause 4) for the installation of pedestrian scale lighting to improve the pedestrian environment in the area. A consultant has developed a detailed design and a tender ready package for the first phase of the streetscape project. The pedestrian scale lighting package will be tendered on July 15, 1999 and the installation will start in mid-August, 1999. The amount of $432,000 has also been approved by Council on March 2, 3 and 4, 1999, for traffic safety improvements in the year 2000.

Sheppard Avenue East Streetscape Project, Phase 2

City Council, at its meeting held on March 2, 3, and 4, 1999, approved $941,000 for the implementation of the second phase of the Sheppard Streetscape project. This phase of the project consists of the construction of the median and the valley gateways. The design for the median has been developed and the tender documents are being prepared. A complete package will be available to be included in the TTC road reconstruction tender by September 1999. The amount of $107,000 has also been approved by Council on March 2, 3 and 4, 1999, for the completion of this phase in the year 2000.

The design of the gateways to the valley is underway, and it is anticipated that the construction will take place in late fall of 1999.

Conclusions:

Consultants have been hired and the design of both streetscape projects is being completed. The Jane and Finch project, Phase 1 and the Sheppard gateways will be constructed before the end of 1999 and the Sheppard median will be built by TTC in 2000 in conjunction with the Sheppard Avenue East roadway reconstruction. There are no projected unexpended funds to report at this time. All existing funding is expected to be utilized.
