Subject:Technical Amendment, Toronto Licensing Budget
Purpose:
To implement a technical amendment to the approved budget structure of Toronto Licensing to reflect the transition
structure necessary for integration within the Municipal Licensing and Standards Division of the Urban Planning and
Development Services Department.

Comments:
Under the existing bylaws, all departments are required to execute funds control exactly at the program level approved by
Council in the budget. When Council approves a budget, they in effect authorize spending at certain levels for the
identified services only, and at the specified dollar amounts. Through the implementation of the integration of former
Toronto Licensing into the Municipal Licensing and Standards Division, and the preparation of the new accounting
structure within the SAP FIS, it became apparent that the existing service structure for the former Toronto Licensing,
consisting of:
LG210 License Issuance
LG300 License Enforcement
LG300 License Administration
had to be restructured to five services, consisting of
LG100Licensing - Business/Trades
LG200Licensing - Taxi Unit
LG300License Enforcement - Business/Trades
LG400Policy Implementation
LG500License Support Group
and the budget reallocated within the revised structure.
Conclusions:
This is a technical amendment confined within the budget of former Toronto Licensing which I advised in my budget
submission would likely be required to facilitate integration of Toronto Licensing into the Urban Planning and
Development Department, and has no real budgetary impact.
