Recommendation:
The Grants Sub-Committee on October 20, 1999, recommended to the Policy and Finance Committee, and Council,
the adoption of the attached report (October 6, 1999) from the Commissioner of Economic Development, Culture
and Tourism respecting the award of a grant to the James Gardens Lawn Bowling Club (Ward 3
Kingsway-Humber), from the Grants Contingency Fund.

Purpose:
This report seeks approval of funds from the Grants Contingency Fund for the James Gardens Lawn Bowling Club.
Funding Sources, Financial Implications and Impact Statement:
The 1999 Consolidated Grants Budget included an amount of $150,000.00 for the Grants Contingency Fund for issues
arising from amalgamation. Sufficient funds exist in the Grants Contingency Fund for the recommendations contained in
this report.
Recommendations:
It is recommended that:
(1) James Gardens Lawn Bowling Club be awarded the amount of $10,235.00 to cover the 1998 and 1999 Council
approved grants;
(2) James Gardens Lawn Bowling Club apply to the Recreation Lawn Bowling Grants Program for their final grant in the
year 2000; and
(3) the appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
Council Reference/Background:
Council for the former City of Etobicoke, at its meeting held on October 16, 1995, adopted Clause No. 32 of the Third
Report of the Administration Committee. This stated, in part, Athat Etobicoke continue to provide a yearly grant to James
Gardens Lawn Bowling Club to subsidize the Club=s costs of leasing this facility from Metropolitan Toronto for the next
five years (1996B2000); and that the rate of subsidy be fixed at $4,605.00 in 1996 and increase each year for the next four
years at the rate of $205.00 annually@. See documentation attached as Appendix A.
Comments:
Up until October 31, 1995, a lease agreement was in place between the James Garden Lawn Bowling Club and
Metropolitan Toronto Parks and Culture Department. Rather than renew the lease, a permit system to cover a term of five
years commenced November 1, 1995 to October 31, 2000. The former City of Etobicoke paid a yearly grant to the Club to
help offset their costs and they in turn paid the former Metropolitan Parks Department. The grant amounted to
approximately one half of the club=s expenses.
Since amalgamation, no grants have been awarded to the James Garden Lawn Bowling Club. There are outstanding
amounts of $5,015.00 and $5,220.00 that are owed to the club. The Contingency Fund was created to deal with issues
arising from amalgamation and is the appropriate source of funding for this outstanding amount.
There is a Recreation Lawn Bowling Grants Program through which this group should apply for their final year in 2000.
All funds have been allocated within that program for 1999. An application will be forwarded to them in the new year.
Conclusions:
An agreement exists with the former City of Etobicoke and James Gardens Lawn Bowling Club. The grant for the past two
years has not been processed or released and is a result of amalgamation. A grant in the amount of $10,235.00 from the
Grants Contingency Fund should be awarded to the Club and the Club be advised that for the year 2000, they apply through
the Recreation Lawn Bowling Grants Program.
