Purpose:
To report on firms retained to provide evidence at Ontario Municipal Board hearings as directed by
Council.

There are no financial implications resulting from the adoption of this report.

Background:
Council at its meeting held on September 28 and 29, 1999, adopted the report of the City Solicitor
advising that the Legal Services budget allocation for outside consultants for Ontario Municipal
Board hearings had been almost fully committed and requesting Council authority that expenditures
beyond the current budget allocation be charged to the Corporate Contingency Account. Council
further requested that the City Solicitor submit a report to the Policy and Finance Committee, setting
out a supplementary list of all of the firms retained from Appendix A to the report dated August 5,
1999, from the City Solicitor, and all outside lawyers retained for other purposes, including the
names of the firms retained and the fees paid.
Comments:
A revised Appendix A is appended to this report. The list is updated from the list appended to the
August 5, 1999 report to include new information and reports only on hearings held in 1999. As
directed by Council, the list also includes the names of the firms retained.
With the exception of some ongoing files handled by the firm of Reble, Ritchie in the former City
of Etobicoke and the firm of Loopstra, Nixon and McLeish in the former Borough of East York, the
Planning and Development Section of the Legal Services Division has not retained outside lawyers
during 1999. A separate report will be forthcoming on the information requested with respect to
outside lawyers retained by the Legal Services Division.
