Purpose:
This report provides a preliminary evaluation of the application to amend the Official Plan for the above properties by
deleting the current Medium Density Residential designation, replacing it with a High Density Residential designation.
Financial Implications:
None
Recommendation:
That the Scarborough Community Council direct staff to process the application in the normal manner and convene a
Public Meeting to consider this application targeted for the third quarter of 1999, with notice of the Public Meeting to be
provided to all properties within 120 metres (400 feet) of the subject property.
Background:
Each of the four properties subject to this application has been developed with a four storey apartment building. Combined,
the four buildings contain a total of 125 units. Bellanada Holdings Ltd., the applicant, owns 9, 19 and 23 Craigton Drive,
while 15 Craigton Drive is owned by L. and E. Savella. The owners of 15 Craigton Drive have been advised of this
application in writing, but to date have not indicated their position on this proposal.
The lands are designated Medium Density Residential, which provides for townhouses, low rise apartments and other such
projects to a maximum height of four storeys and a maximum density of 100 units per hectare (40 units per acre). The lands
are zoned Apartment Residential (A) Zone, which permits apartment buildings and multiple-family dwellings to a
maximum density of one dwelling unit per 99 square metres (1,065 square feet) of lot area.
A Pre-Hearing Conference of the Ontario Municipal Board was held on March 2, 1999 with respect to applications for high
density residential uses on the properties to the south and west of the subject lands. The property to the south, 1880
Eglinton Avenue, is owned by Loblaw Properties Ltd. and has been the subject of a number of applications seeking high
density residential uses on this property (files P88055, Z88095, P96003, Z96004 and P98014). The property to the west,
1527 Victoria Park Avenue, is owned by Deep Pocket Investment Inc. and the owner has proposed the construction of a 10
storey apartment building over the existing commercial facility (files P97016 and Z97046). Notice of this Pre-Hearing
Conference triggered the current application by Bellanada Holdings.
This application is seeking to implement a High Density Residential designation in the Official Plan for the four properties.
This would provide these lands with a residential designation equivalent to that being sought at the Municipal Board by the
abutting owners. At a maximum density of 150 units per hectare (60 units per acre), this would provide for up to 215
apartment units on these lands. The applicant has advised, however, that it has no current plans to redevelop its properties.
Comments:
Potential Benefits
The proposed amendment would enhance the long term value of the properties. It would also provide an opportunity for
future residential intensification at a prominent location which is well served by public transit and commercial facilities. It
could also encourage the owners of the other older residential buildings on Craigton Drive and Rannock Street to reinvest
in their properties.
Potential Concern
The proposed amendment cannot be reviewed in isolation. Any proposal for additional residential uses in the quadrant
formed by Victoria Park, Eglinton and Pharmacy Avenues and Craigton Drive must be pursued in a comprehensive manner
within this block. A further Pre-Hearing Conference for the Loblaw and Deep Pocket applications is scheduled for June 29,
1999. At the previous meeting, the Municipal Board directed the City Solicitor to obtain Council's position on a potential
High Density Residential Official Plan designation for the entire quadrant. A report from the City Solicitor in this regard is
also before Council today.
