Purpose:
This report provides a preliminary evaluation of an application to amend the Zoning By-law in order to facilitate the
creation of four single-family residential lots on an extension of Scarbell Drive. Consent Application SB13/99 has been
submitted in support of the rezoning.
Financial Implications:
None.
Recommendations:
That Scarborough Community Council direct staff to process the application in the normal manner and to convene a Public
Meeting to consider the application in the fall of 1999, with Notice of the Public Meeting provided to all assessed persons
within120 metres (400 feet) of the subject property.
Background:
The subject property is approximately 0.22 hectares (0.55 acres), including the proposed retained parcel. The property has a
frontage of 18.29 metres (60 feet) on Ellesmere Road and a lot depth of approximately 123 metres (403 feet). The rear
portion of the property to be rezoned, being Parts 2 to 6 as shown on Figure 2, is approximately 0.15 hectares (0.37 acres).
Minor Variance Application SA117/99 has been submitted for the proposed retained parcel fronting on Ellesmere Road to
recognize the reduced rear yard setback for the existing dwelling and lot area which will result from a road widening along
Ellesmere Road.
The surrounding uses are single-family residential. A bungalow and garage currently exist on the property.
The proposal complies with the Low Density Residential designation of the Highland Creek Community Secondary Plan.
The proposal also complies with Amendment Number 988, Numbered Policy 4, which allows only single-family dwellings
on minimum lots of 290 square metres (3122 square feet). The Ontario Municipal Board has approved Amendment
Number 988 as it applies to the subject property. The Board however has not issued its Order. The property is zoned
Single-Family Residential Zone which permits single- family dwellings on lots having minimum 15 metre (50 feet)
frontages and minimum lot areas of 696 square metres (7,500 square feet).
The existing lots east of the subject property were created by plan of subdivision and have frontages ranging between 9
metres (29.5 feet) to 10.9 meters (35.8 feet) along Scarbell Drive and lot areas ranging between approximately 290 square
metres (3,089 square feet) to 377 square metres (4060 square feet).
Consent Application SB13/99 to create the proposed lots and road extension will be dealt with subsequent to Council's
consideration on the proposed rezoning application. Similarly, Minor Variance Application SA117/99 will be dealt with by
Committee of Adjustment after Council's consideration on the rezoning.
Comments:
Benefits:
The rezoning application provides for the development of the rear portion of a deep property on Ellesmere Road, consistent
with other lots east of the subject property. The proposal provides for land use intensification to increase the low density
housing supply within the Highland Creek Community and continues the established and envisioned redevelopment pattern
in the area.
Issues:
Although a plan of subdivision is not required for the orderly development of the subject property, appropriate conditions
of the consent must be imposed in order to secure the necessary municipal services for the development.
