Subject:Tree Removal at Tam O'Shanter Park - Ward 17 - Scarborough Agincourt

Purpose:

To inform Scarborough Community Council, in accordance with the Policy and Procedure for Tree Preservation on Parkland, of the proposed removal of six trees (Appendix C) at Tam O'Shanter Park to allow for the regrading and enlargement of the four existing mini soccer fields.

In accordance with the Tree Preservation By-law tree number 6 (Appendix C) meets the criteria for removal without Community Council and Council approval. Tree numbers 1 - 5 (Appendix C) do not meet the criteria and the Department requires approval for the removal f these trees.

Funding Sources, Financial Implications and Impact Statement:

Approved Capital Budget for year 1998 in the amount of $80,000. Account Number P00 218.

Recommendation:

It is recommended that the Urban Forestry staff be directed to remove the six trees (see Appendix A and B) located within the proposed scope of work, and plant twelve native trees (60 mm caliper, bald and burlapped) as replacement for the removed trees at this site.

Council Reference/Background/History:

By approving the expenditure of $80,000 in 1998 Capital Budget, the Council addressed the long outstanding requirement for improvement of the mini soccer fields at Tam O'Shanter Park.

Comments and/or Discussion and/or Justification:

The six trees scheduled for removal (Appendix C) are of a mature size and exhibiting some structural defects. Their removal will provide the opportunity for the proper regrading and enlargement of the four existing soccer fields.

On June 1, 1999, the adjacent community and Ward 17 Councillors were advised of the proposed work (Appendices D, E and F) and no comments were received.

Conclusions:

The removal of the trees, together with the proposed field degrade will address drainage problem, the sloping of the play surfaces, the enlargement of the mini soccer fields and the tree replacement, thus providing a better facility for the enjoyment of the participants.
