 Purpose:

This report provides a preliminary evaluation of the applications to amend the Official Plan and Zoning By-law for the vacant Petro Canada service station and a single-family residential property at the north-east corner of Kingston Road and Bellamy Road, to permit the development of 34 freehold townhouses with a common elements condominium to provide for access.

Financial Implications:

Recommendations:

That Scarborough Community Council convene a Public Meeting to consider the applications, targeted for the first quarter of 2000, subject to:

1.Staff convening a Community Information Meeting, in consultation with the Ward Councillors; and

   2.Staff providing Notice of said meeting to all properties within 120 metres (400 feet) of the subject property and those attending the Community Information Meeting.

Background: The O.47 hectare (1.17 acre) property consists of a vacant service station and a single-family dwelling parcel at the northeast corner of Bellamy Road and Kingston Road. The land is designated Neighbourhood Commercial Uses in the Scarborough Village Community Secondary Plan. The vacant service station land is zoned Highway Commercial, permitting Automobile Sales, Service and Maintenance Uses excluding auto body repair and/or auto-wrecking yards, Funeral Homes, Fraternal Organizations, Hotels and Motels, Places of Worship, Professional and Business Offices, Recreational Uses, and Specialized Commercial Uses. The residential property at 5 Bellamy Road is zoned Single-Family Residential and permits one single-family dwelling per parcel of land with a minimum of 13.5 m (45 feet) frontage on a public street and a minimum area of 464 square metres (5000 square feet).

The property is within the area of the Kingston Road Study. The Vision for the Future Report identifies this site for residential uses. Both the Layout Plan Options and the Massing Plan Options of the study indicate that block-type housing-forms such townhouses would be appropriate for this site.

As illustrated on Figure 3, the applicant proposes to provide eighteen two-storey street townhouses fronting on Bellamy Road and sixteen three-storey townhouse units to the east, abutting the Super 8 Motel. The development is proposed to be freehold, with a common elements condominium to provide access to the detached garages for the units fronting on Bellamy Road and to the remaining townhouses.

The residential properties to the north consist of deep lots that may have the potential to redevelop the rear portions in conjunction with abutting Highway Commercial properties fronting on Kingston Road, as part of a land assembly.

Comments:

The proposed development will provide street-related residential uses on Kingston Road and Bellamy Road, on a site that has been vacant for many years. The proposed development would address the street frontage of one of the City's major thoroughfares and provide a link between existing uses. It will also provide for construction employment and additional assessment to the City. The proposed garages for this development will be located internally, thus providing a vehicle-free streetscape.

The proposed access to the development would be only from Kingston Road. This proposed driveway might interfere with the existing bus stop and also with the flow of traffic on Kingston Road which is a divided highway at this location. Also, the applicant's proposal provides only for in-right-out-right access to the development, with only an emergency access from Bellamy Road. City staff will work with the applicant to develop optimum access to the development and to better address the Kingston Road streetscape.
