STAFF REPORT

Subject: Proposed Amendments to Traffic By-law No. 23503

Scarborough Bluffs, Scarborough City Centre, Scarborough Highland Creek

Purpose:

To investigate the need for parking restrictions and stop controls at various locations.

Financial Implications and Impact Statement:

The $700.00 (approximate) funds associated with the installation/removal of parking prohibitions, and with the installation of stop signs are available in the Transportation Services 1999 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the parking regulations identified in Appendix 1 of this report be rescinded;

(2) the parking regulations identified in Appendix 2 of this report be adopted;

(3) the stop signs identified in Appendix 3 of this report be adopted; and

(4) the appropriate by-laws be amended accordingly.

Background:

Transportation Services has investigated several items related to parking and stop controls. The following proposed amendments to Traffic By-law 23503 are the results of these investigations.

Comments:

PARKING CONTROL REQUIREMENTS

Greenbrae Circuit

Transportation Services received a request from the resident of 22 Greenbrae Circuit to remove the No Parking Anytime/Disabled Parking signs on the north side of Greenbrae Circuit, adjacent to their residence. The signs were initially installed to facilitate the needs of a disabled person, however these signs are no longer required because this person no longer lives in the area.

Therefore staff recommend that the above-noted No Parking Anytime/Disabled Parking area be removed.

Kenworthy Avenue

At the request of Councillor Altobello, on behalf of a constituent, staff have investigated the possibility of creating a No Parking Anytime/Disabled Parking area adjacent to 25 Kenworthy Avenue. This resident has a valid disabled parking permit, but does not have convenient alternative parking. Staff recommend that the request be granted because the designation of this parking area for one vehicle will not adversely affect the neighbours.

COMPULSORY STOPS

Rouge Highlands Drive

At the request of Councillor Moeser, Transportation Services investigated the need for a stop sign for southbound Rouge Highlands Drive at Tudor Glen Crescent. The purpose of this stop control would be to define the right-of-way at this intersection. No tree trimming will be required to accommodate this sign. Staff support this request to define the intersection right-of-way with a stop sign on Rouge Highlands Drive.

Rozell Road

Transportation Services has identified the need to install stop controls at two intersections in the new residential development located on the west side of Port Union Road, north of Lawson Road. The purpose of these stop signs are to define the right-of-way at the following locations:

Cameron Glen Boulevard @ Kilsyth Drive

Kilsyth Drive @ Rozell Road

No tree trimming will be required to accommodate these signs.

Conclusions:

Based on the results of investigations conducted by staff, the parking modifications related to physically disabled parking needs at two locations, and new stop signs at three locations, as outlined in this report, are recommended for approval.
