Subject: Speed Limit Reduction on Morningview Trail

Scarborough Malvern

Purpose:

To report the results of speed studies conducted on Morningview Trail.

Financial Implications and Impact Statement:

The $1300.00 (approximate) funds associated with the installation of speed limit signs is available in the Transportation Services 1999 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the 40 kilometre per hour speed limit identified in Appendix 1 of this report be adopted; and

(2) the appropriate by-law be amended accordingly.

Background:

As a result of a request from a resident of Morningview Trail to investigate the speed of traffic on this street, Transportation Services is reporting the results of our investigations.

Comments:

Morningview Trail is classified as a collector road west of Littles Road and a local road east of Littles Road. An all-way stop exists at the intersection of Morningview Trail and Gennela Square/Littles Road. The speed limit is currently 50 kilometres per hour.

Twenty-four hour speed studies were conducted on Thursday, September 2, 1999 on Morningview Trail. Study results are as follows:

The justification for the introduction of a 40 kilometre per hour speed limit on a road in the Scarborough Community Area is based on a technical warrant adopted by the former Scarborough Council. Application of the required data to this warrant revealed that a 40 kilometre per hour speed limit is warranted on Morningview Trail.

A review of the collision history for the period from January 1, 1996 to December 31, 1998 reveals eleven collisions occurred on Morningvirew Trail over this time period. However, there is no pattern of types of collisions or causes of collisions.

Conclusions:

In summary, our traffic studies and application of the 40 kilometre per hour speed limit criteria reveals that a 40 Km/h speed limit is warranted on Morningview Trail.
