Purpose:
Umberto Cataudella, on behalf of Abramo & Giovanna Deacetis, has
submitted a Zoning By-law Amendment application to facilitate the
creation of single family residential lots, as shown on Figure 1. The
rezoning would permit the proposed lots to have a minimum frontage
of 13.7 metres (45 feet) and a minimum lot area of 412 square metres
(4400 square feet) with development standards similar to existing
residential development to the south of the subject property having
frontage on Starfire Drive. Consent application SC-B19990064 has
been submitted to effect the creation of these lots.
Financial Implications and Impact Statement:
None.
Recommendations:
It is recommended that the Scarborough Community Council target a
public meeting to consider this application in the first half of 2000. Notice of the public meeting is to be provided to all
assessed persons within 120 metres (400 feet) of the subject property and the Highland Creek Community Association.
Background:
The proposal complies with the Low Density Residential designation of the Highland Creek Community Secondary Plan,
which states, in Section 4.15.3 Numbered Policies Subsection 4:
North of Ellesmere Road, West of Scarboro Avenue
"In recognition of the size of residential lots in this area, the minimum lot area requirement for these properties shall be 290
mē."
The current zoning for the property permits one single-family dwelling per parcel of land having a minimum 15 metres (50
feet) frontage on a public street and a minimum lot area of 696 square metres (7,500 square feet).
The Zoning By-law Amendment proposes to rezone the ownership to permit the following, as shown on Figure 2:
- One whole lot Part 2 for construction of a single-family home having a minimum frontage of 13.7 metres (45 feet) and a
minimum lot area of 432 square metres (4,653 square feet).
- Parts 1 and 7 to be combined with Blocks 10 and 11 on the abutting lands to the south creating two singe-family lots
having a minimum frontage of 13.7 metres (45 feet) and a minimum lot area of 412 square metres (4,439 square feet).
- Parts 3, 5 and 6 are to be retained for future development.
- Part 4 is to be utilised for the extension of Starfire Drive.
- Part 8, the parcel to be retained, will have a frontage of 16 metres (52 feet) and an area of approximately 690 square
metres (7,429 square feet).
The lots to be created are consistent in frontage, depth and area with existing lots having frontage on Starfire Drive.
Comments:
Potential Benefits
The applicant's proposal provides for the development of the rear portion of the property (the parcel to be conveyed) to be
developed as a continuation of the existing approved development to the south. The proposed development of the
ownership will be consistent with the City's infill development objectives as shown on the Tertiary Plan for the Highland
Creek Community.
Potential Concerns
Although a plan of subdivision is not required for the orderly development of the land, appropriate conditions of consent
should be imposed in order to secure the necessary municipal services for the development.
Parts 3, 5 and 6 will be combined with abutting lands to be acquired in order to create building lots similar to the lots
proposed in this application.
